CANTON POLICE OUTLINE PROCEDURE
FOR REPENTANT REACTIONARIES
The Canton Police Bureau, on 15 December, issued regulations under the
title "Procedure for Reactionary Elements to Register Their Repentance," as
follows:
1. Under orders from the Canton Military Control Commission concerning
reactionary groups, we lay down the following procedure.
2. To strengthen the people's democratic dictatorship, maintain public
order, and preserve the people's life and property, we proclaim the following
plan for reactionary groups to renovate themselves.
3. All members of reactionary groups indicated in this plan must, be-
tween 20 December and 5 February, apply to be registered as repentants, at
places designated by this bureau.
11. Members of the following organizations are elements of reactionary
groups: Kuomintang or its subsidiary reactionary bands, San Min Chu I and
its reactionary organizations, China Youth Party and its reactionary organi-
zations, Democratic-Socialist Party and its reactionary bands.
5. Those who hold any but the lowest rank in any of the above-named
groups, according to the above provisions, shall register as repentant re-
actionaries at the following offices:
a. Members of said groups who are ordinary citizens shall report
at their local police stations.
b. Members, of said groups employed in party government offices,
or schools, or who hold an office in a state-operated trade or industry
shall report to their administrative offices.
c. Said persons who have important secrets to report, or other
special reasons, may go directly to the Central Police Station to make their
declarations.

6. For the process of registration, each person must bring his census
card (if any), and two recent photographs of himself, bustview with bare head.
He must fill out two application forms and report any information regarding
the following:
a. Name, alias, age, native place, sex, present occupation, and
present address of all members of party organizations to which he belongs
or knows about.
b. Documents, badges, symbols, puppet government orders, and any
other evidences of reaction.
c. Documents, charts, and propaganda material.
d. Weapons, ammunition, radio codes, signal equipment, poisons, and
other dangerous or concealed articles.
7. Persons taking any one of the following actions may have their guilt
reduced, or even be rewarded.:
a. Holding an underground worker, or one appointed recently to such
work, and quickly reporting same to police.
b. Reporting information which leads to the arrest of Chiang-US
underground agents.
c. Turning over, or persuading a secret agent to turn over, wea-
pons, radio transmitters, codes, important documents, or other articles.
d. Before our army's entry, having protected the nations's impor-
tant materials in warehouses, documents, and revolutionary persons from harm;
these actions must be fully authenticated.
e. Making special contributions to the registration. of reactionary
elements.
8. Any person guilty of one of the following offenses shall be punished
according to law:
a. Refusing to register, or engaging in conduct that hinders others
from registering.
b. Obstructing national reconstruction or creating rumors, committing
murder, causing tumult, or plotting or practising other antirevolutionary acts.
c. Pretending to register as a repentant while continuing to carryon
antirevolutionary activities.
d. Failing to report or destroying concealed weapons, radio trans-
mitters, codes, documents, proofs, etc.
e. Manufacturing evidence to slander others.
9. Persons failing to register as repentants within the prescribed
period and continuing their antirevolutionary activities will be arrested
and severely punished.
10. These regulations shall be in effect from the day of promulgation.
