The Statistics Administration Estonian SSR reports that Estonian industry
fulfilled the 1950 plan for production volume lU4.percent. In 1950, 24 per-

"Silikat" brick plants; "Vazalemma" Lime Plant; "Yarve," "Yarvakanditekhased,"
"Eeeti Diatomit," "TEP," "Eeati Kaabel'," "Puaane Ret," "I1'marine," and "Pin-
ner" pleats; Woodworking Plant imeni Leyner; Tartu Comb Factory; Tallin Phar-

The following enterprises, while meeting the gross-production plan,
failed to meet the 1950 plan for quantitative production of chief industrial
products: "Kivilyli" and "Meardu" combines, Tartu "TAV" Aluminum Factory,
"Kommunar" heather Combine, "Kroom" Leather Plant, Tartu Leather Combine,
Khaapsalu and ftarva fish combines, Tallies Meat-Canning Combine, Pyarnu, Tartu
and Vykhma meat combines, "Odor" Perfume and Soap'Plant, Vyru alcohol plants,
Locomotive- and. Railroad-Car Repair Plant imeni Kalinin, and others.

The following ministries, xhile meeting the plan for the ma,tority of in-
dustrial prodkcts, failed to meet the plan for production of the items or for
the services indicated: Ministry of Local and Shale-Chemical Industry --
seeders, nai]$, atrd.processing of shale oil; Ministry of Light Industry --
cotton sad linen fabrics; Ministry of Timber and Paper Industry -- logging of
.commercial: timber, lumbei, and matches; Ministry of Meat and Dairy Industry --
proceasirig of meat; Ministry_of Fish Industry -- smoked fish; Ministry of Food
Industry -- vodxa prociuctia Ei4d soap; Tsatonian Republic Qouncil'of'Induatrial
Cooperatives --'brick, tar roofing paper, lumber, furniture, xoolen yarn,
xoolen fabric, hard leather goods and confectionery.
Many nex sKilled xorkera were trained and several thousand xorkera im-
proved their skills~i.n schools of the Ministry of Labor Reserves, in on-the-
~ob training, and is training courses. The average monthly total of xorkera
"-in industry increased 7 percent over 1949. ~ '
The introduction of nex and highly productive processes ahd the mechsni-
zeytion of labor-consuming 'operations in enterprises of the shale mining sad '"
processing industry, machine-building, logging, textile, food, and meat and
dairy industries provided increased capaci$y, labor productivity and produc-
tion quality, and decreased coats". In 1950; labor productivity in industry
increased 16 percent over Y949.' The'ma~ority of ministries and Union eater-
prises fulfilled the 1950 plan for decreased production costa. In 1950, the
decrease in coats in comparison prices was 7 percent over 1949?
In 1950, the.collectivization of agriculture in the republic had been
completed on the xhole. By the end of the year; more than 90 percent of indi-
vidual pESSant holdings had been combined into kolkhozea. Together'xith the
organization of nex kolkhozes in 1950, there was also a further amalgamation
of the smaller kolkhozes into larger units and a strengthening of their organ-
ization and economy.

The republic's kolkhozea fulfilled the plan Yor sowing Yor the 1950 har-
vest and successfully completed the sowing oY winter crops Yor the 1951 har-
vest. Kolkhozes exceeded the plan Yor sowing winter crops. Throughout the
year, kolkhozes were given a tremendous amount of aid by tractors, combines,
and other agricultural equipment. In 1950, 17 new machine-tractor and Yive
machine-development stations ~,rere organized in the republic. The supply of
mineral fertilizers and fuel to the republic's agriculture increased over 19+9?
In 1950, substantial funds for capital construction were allocated to the
e?rpansion oY the shale mining and processing industry, timber sad paper indus-
try, light, meat and dairy, food, local, and other industries, to the construc-
tion of new electric power stations, and to.housing and cultural needs. During
the year, projects providing additional capacity were put into service in the
shale processing, light, and local industries, into communal economy, and into

Construction projects in the republic fulfilled 89 percent of the 1950
capital-construction plan, including 81 percent for housing construction.
The?Estonian Railroad System fulfilled the 1950 loading plan 101 percent
Yor wide-gauge railroads and 113 percent for narrow-gauge railroads. The un-
loading plan was fulfilled 109 percent for wide-gauge railroads and 113 percent
for narrow gauge. The 1950 plan for loading chief types of freight was ful-

All trading organizations in the republic fulfilled 96 percent of, the
1950 retail-trade turnover plan, including 95 percent by the retail trade n~t-
work and 98 percent by public 'eating enterprises. Individual trading organi-
zations fulfilled the plan as follows:

Sale of the following items in state and cooperative trading organiza-
tions increased over 1949: meat products -- 74 percent; fate -- more than 3.7
times; dairy products -- 124 percent; sugar -- 19 percent; confectionery --
18 percent; woolen fabric -- 11 percent; garments -- 53 percent; leather foot-
wear =- 43 percent; rubber footwear -- 83 percent.
'In 1950, the import to city markets of agricultural products, particu-
larly meat, milk, eggs, and others, increased over 1949 and there was a fur-
ther decrease in prices on agricultural products.
In 1950, substantial gains were made in construction Por cultural needs
and in increasing the cultural level of the ;,rorkero. The number of et~waents
completing secondary schools increased in 1950 by 6 percent over 1949. In
1950, the number. of students .in technical schools and other secondary special
training institutions increased 4 percent over 1949. At the end of 1950, 3
percent more students were enrolled in higher educational institutions than in
1949. The total number of specialists graduated Prom higher, educational in-
stitutions in 1950 was 16 percent above 1949?
Service to workers by sanatoriums and rest homes was considerably im-
proved in 1950. The number of sanatoriums and the number of beds in them-ln-
creased 5 percent over 1949. The number of beds in rest homes increased 44
percent over 1949.

1949. Passenger transport on the Tallin streetcar system increased 7 percent.
The length of streetcar tracks was increased 4 kilometers over 1949.
