NOTE ACHIEVFAMEtiT3 AND SHORTCOMINGS IN EZECTRIFICATION, WATER SUPPLY ELECTRIFICATION PLAN SURPASSED DESPITE DEFECTS -- Sofia, Izgrev, 11 Mar 5'!. Despite handicaps, the 1950 power-production plan was fulfilled 106 per- cent. Thermal power plants fulfilled their production plan 109 percent, hydroelectric power plants 99 percent, and diesel power plants 157 percent. The production varied little from month to month during the year, except for February, dtu?ing which 6.9 percent of the total was produced, and December, which accounted for 10.2 percent of the total. The plants with the best records were the followings for hydroelectric power, the "Stalin" Plant, which fulfilled the plan 115.3 percent; for ther- mal power, the "L~zkovit" Plant with 119 percent; and for diesel power, the "Stalin" Plant, with 247 percent. The 1950 plan for the production of electric >ac;tors was fulfilled 83.5 percent according to quantity, and 131 percent according to capacity; trans- formers, 92 and 141.6 percent, respectively. The plan for electric light bul:~s was fuli'i11ed 108 percent; insulated conductors, 88 percent; (;z-d Berg- mann tubing, 112.5 percent. The 195o capital construction plan was fulfilled 93.5 percent, the research and designing plan 80 percent, the installation plan 98 percent, the machine-building plan 90 percent, the electrification plan 92 Percent, the dam ~onstructio~ plan 107 percent, the electrical industry plan 94 per- cent, and the cultural- and social-welfare plan 95 Percent. Of the total capital investments .within the Ministry of glectrifica;.ion, 74.2 percent was for electrification, 14.5 percent for dame, and 9.6 percent for the electrical industry. The following power plants were completed and pit in operation during 1950: the "Khnbcha" and "Mezdra" Hydroelectric Power pleats, the ";avod 15" Thermal Power Plant, and the "Vidin" Diesel Power Plant. The following aub- atations were completed and put in operation in 1950e "Kurilo," "Mezdra," "Dimitrovo," and "Razgrad." Heat conveyers from the "Stalin" Thermal Power Plant to the rubber and electronic equipment plants have been completed also. The "Vidima" and "Petrovo" hydroelectric power plants were partly completed and put in operation in 1950? Despite the above achievements, there were serious shortcomings during 1950. The cooperation between the top officials in the ministry on one hand and the associations and enterprises on the other was poor. Officials in the ministry, as well as section chiefs, did not plan to go to the construction sites themselves and help out. The ministry, as well as the sections, did not carry out the plena with sufficient seriousness. Cases of absenteeism were frequent. Reports on plan fulfillment did not receive proper analysis and were often late. Serious labor deficiencies occurred in the associations. The "Energokhi- droproekt" Association was unable to supply all necessary blueprints and docvmentat?n to construction enterprises. The "Energoobedinenie" (Power Association) did not inspect all power plants and construction sites on time. The "Elprom" Association did not strive sufficiently to reduce breakdo~rns and to improve the quality of production. The "Khidrostroy" Association failed to exert sufficient control aver projects and did not seek sufficiently to improve the quality of production. This should be compared with the example of the "AAenitsa" Power Plant> Finally, cooperation between associations and enterprises on one hand and the Central Administration of Labor Unions for power plant workers on the other was faulty. PROGRESS IN DAM CONSTRUCTION -- Sofia, Zemedelsko Zname, 20 Mar 51 Five dams are at present under construction in Biil.garia. These are the following: Stalin, Georgi Dimitrov, Vasil Kolarov, Rositsa, and Students. Their completion will assure an abundant supply of Crater and electric power to agriculture and industry. Work is proceeding rapidly on the Stalin dam, the largest project of all. Its wall will be 75 meters high, and its output will be 670 million cubic meters of watery which will supply 570,000 decares of land, elmoet,all the Sofia area. In connection with this installation, three power plants will be erected with a capacity of 57,000 kilowatts, or the equivalent oP Bulgaria's total kilowatt capacity is past years. Second largest is the Georgi Dimitre~: project, which will supply 500,000 decares of land in Kazanluk and Stara Zagora. Work is progressing on the dam wall and the tunnels. Rositsa, the third project in order of importance, will ultimately require the use of 460,000 cubic meters of brick and concrete. Upon its completion, Pavliken and surrounding okoliyas will receive enough Water to supply k00,000 decares of land. The Vasil Kolarov dam is now nearly completed. The ytudena dam will supply with water the Republika and Pernik complexes, as well as the surrounding rural population.
