The USoR metallurgical industry fulfilled the 1950 Plan and considerably
e~rceeded the F*ewar production level for metal smelting. The Five-Year Plan
was exceed?d by 2;200,000 tons of steel, 2,630,000 tons of rolled steel, and
4LLa,or.~ tuna of iron pipe. Ukrainian metallurgical enterprises, restored
since the war, ass producing more metal now than before the war. The output
of Ukrainian metallurgical plants now constitutes about 50 percent oY the en-
tire OSSR output, and Cnn'ainian production of steel and rolled steel is about
one thud of the total USSR production.
Rokever, iTicrainian metallurgical enterprises acs not Yully utilizing their
reserves. In 1950, they failed to fulfill the moose-production plan as well
as the plan fer asaor.tment of goods. The largest enterprises of the, Ukraine,
including the "Azovstal "' Plant, "Zaporozhstal "' Plant, and Plant imeni Petrov-
skiy, st_.ill fail to meet their plans. The smelting of pig iron, especially,
is very much behind echedule.(1)
There are serious ahertcomings in the work of many ferrous metallurgy
enterprises. In 1950, ferrous metallurgy did not fulfill thtopinefficient~n
for all categories oY metal products. This is due, mainly,
operation of enterprises of the South.(2)
Minister oY Finance Zverev has drawn attention to the considerable waste
oY ors, materials, and Yuel in ferrous metallurgy enterprises. In 1950, the
Makeyevks: Petallurgical Plant used an excessive. smount of coke and ore worth
50,800,000 rubles, the "Zaporozhstal "' Plant spent and excess oY 46,800,000
rubles, and the Plant imeni Petrovakiy in Dnepropetrovsk exceeded the norm by
15,300,000 rubles.

The Dnepropetrovsk Oblast and city committees were severely criticized
at recent party conferences for their failure to give 'serious attention to
basic problems of metallurgical enterprises. The situation has not changed
much since the conferences and no decisive steps have been taken to ensure
the fulfillment o? plena by metallvrgical plants and the reduction of losses
in production. For example, the Plant imeni Petrovskiy is still continuing
to use ex:cesaive quantities of ore, materials, and fuel.(3)
