Successful accomplishment of the tasks set for LES (shelter-belt stations)
by the Stalin Transformation-of?Nature Plan depends largely on proper labor
organization and operational administration of ;lroduction processes, at the LES
itself and in its sections which are engaged in agricultural and forestry improve-
ment work.
LES are. new enterprises which have been organized to carry out the work of

Council of Ministers USSR and TsK VKP(b) has charged the Ministry of Forestry
USSR with the task of organizing 300 LES in the course of 3 years, 1949-1951;
only 56 west organized in 1949, but their number had increased to 172 by the end
of 1950.(2) The large scale of agricultural and forestry improvement work to
be undertaken requires close supervision of all activities on the part of the LES
supervisors.

service. The wide dispersal of production sections and tractor and earth-moving
brigades complicates control and checking of performances and makes it necessary
to organize dispatcher services at every LES.
The duties of the dispatcher include recording fulfillments of planned tasks;
providing LES supervisors with information concerning the progress of operations
in the production sections; providing rganizational and technical aid to the
tractor and earth-moving brigades, production sections, and kolkhozes; and record-
ing the results of socialist competitions.
The experience of dispatcher services at the Kantemirovka, Novo-Annensk, and
Sbatsk LES has clearly shown that their effectiveness is considerably improved if
the LES has the necessary communications equipment (radio stations, telephones, etc.)
at its disposal, if it has qualified personnel to operate the equipment, and if the
necessary records are properly kept. Successful dispatching work also depends on
precise planning at the LES and close attention to thip important fi}nction by the
supervisors.

The dispatching personnel of a LES usually consists of a central dispatcher
and brigade computers, who act as the diepa'.chers of the tractor brigades. But
the dispatcher service must be flexible so as to meet the requirements of each
LES. At Kantemirovka LES, there are three production sections and the men of the
agricultural and forestry improvement section serve as intermediate dispatchers
between LES headquarters and brigades.
The principal means of communication used by the dispatcher services at
Kantemirovka and Novo-Annensk LES are sending-receiving, short-wave radio stations
designed for use under rural conditions, and the telephone system of rural soviets
and kolkhozes served by it. Motorcycles, velocipedes, or special messengers are
used in some instances for dispatcher communications.
As shown in the appended diagram, the dispatcher of Kantemirovka LES performs
all operational control work from a central control roam in LES headquarters. All
data and communications from the production sections flow into the control room. (1)
