Since the Central People's government recalled the currency of the North-
east Bank and the Inner Mongolia Bank, the Department of Trade of the North-
east People's government has negotiated trade agreements with various state-
operated monopolistic corporations. The agreements included provisions for
exclusive sale, sale by agent, and direct sale. Goode are already moving in
the Northeast area by rail and sea routes.
Goods shipped fra~m the Northeast include: teat-iron pipes and steel;
electric motors and emery wheels; tourmaline, wax, soda ash, saw blades, ball
bearings, batteries, light bulbs, granulated sugar, glass, paper pulp, sta-
tionery, lumber, plaster, and cement. Theo items exceed one million tone
and are valued at several hundred billion yuan.
The local products, secondary products, and special products to be shipped
from the Northeast to other areas of China include: pork, eggs, melons, sun-
flower seeds, soapstone powder, tobacco, hemp, apples, and pharmaceuticals.
These products total over 11,000 tone and are valued at 10 to 20 billion yuan.
At the same time, the other areas of China will continue to supply e~sen-
tial consumer commodities and production materials to the Northeast markets.
These products will include: red ~u,jube, green ginger, dried persimmons, pep-
per, tea leavles, matting, sicvea, fruit, bro~rn sugar, straw hate,. measuring
vNssele, walnuts, bananas, tangerines, white pepper, to-lino (e spice), sugar
cane, bamboo articles, and others, cgnstituting more than 40 types. These ar-
ticles, exceeding 8,800 tons, are valued at 10 to 20 billion Yuan.

Since 1949, Horthea~ industry has made continuous advances tostard re-
covery. Data show that ~jte total value of 1950 production at publicly operated
factories was 117.3 Percent of the 1949 level, and the number of workers has
increased 35.2 percent., At the same time, privately uperated enterprises have
received considerable assistance. According to the report of Sung Ching-ling,
de^?~ty chpi,~nwn; (!antral People's government, People's Republic of China, the
government has employed the following methods to assist privately operated
enterprises in the Northeast:
1. To settle the problems of the commodity market, government agencies
have either made purchase-order contracts ~ith privately oFsrated enterprise
for finished goods or tranBTci=rcP+ ae-uifiniahad S=='d'-' +,o privately operated en-
terpriaee for processing.
2. To settle labor-management problems, the government has encouraged
both factions to enter into contracts which would be of mutual benefit and to.
establish labor-management cooperation associations.
3. The government has assisted regularly in obtaining raw materials,
electric power, and capital.
4. The government has strengthened the operations of the Northeast In-
dustry and Commerce Association.
