prog_e_- has been made in transforming short-sighted concepts of self-
aggran-dizement into a far-sighted consideration of mass benefit. Greater surveil-
lance is 72o' required in mining to preserve these gains.
We cannot stop the practice of looting as long as the masses do not
c:!early pescevee the gravity of the situation, In certain publicly operated
ntarpris?e, readers and cadres seem unaware of their willful offense; they
claim "no knowledge that the government has passed such laws." These persons
must somehow be sharply awakened to the facts. The masses especially need ed-
ucation in mine surveillance.. to complement the normal legal procedures for
hara.'..ing the problem..
The government should increase the dissemination of propaganda in the
major producing areas and clarify to the masses the laws which pertain to the
matter. Propaganda has been poorly handled in the past on various administraw
Live levels particularly by mining chl'u governments. Law is effective only
it^^far as it is widely comprehended. Laws pertaining to mine surveillance
likewise will be ineffectual until they have been thoroughly promulgated and
cl.arifi.t:i to the masses.
