This is due to the negligence' of various rayon and commune Executive Committes. For example, in Sadova Rayon, neither the chief of the commercial section nor its members bothered to visit the fields to check on the picking and transportation. As a result nearly, 4,000 kilograms of peas spoiled since the contractors from Dranic Commune did not pick them in time. Another unfortunate tendency is the failure to use soil specialists and others in the fields of their training. After they are assigned to work for which they are unprepared. It is necessary to improve the training of the members of the Perma- nent Commissions in food distribution, and to secure more effective coop- eration from them. In the city of Cralova only five or six of the 29 mem- bers of the Permanent Commission appear when a meeting is called. CALLS AGRICULTURAL PERMANENT COMMISSIONS INEFFICIENT -- Bucharest, Romania Libera, 26 Jun 51 Recently, a newspaper editor passing through the Putna region had ample opportunity to observe how inefficiently the Agricultural Permanent Commis- sions are functioning. The Agricultural Permanent Commission of Focsani Rayon has not organized a work plan, although harvest time is almost at hand. This is true for other parts of Rumania as well. Much of the blame rests on the regional rayon, and communal Executive Committees which have shown little in- terest in activating the Permanent Commissions.
