The dry weather with gre.,t dt,a nal air temperature variation prevailing in
the European USSR favors the preparation of wi.nter sowings for the winter. Be-
cause of the cool weather in the south winter sowings there have ceased growing
somewhat earlier than .,ual, but their condition up to the time of growth
cessation was very good. Thus 'he sowings are well prepared for the winter.
Conditions for working the sc'_1 were good everywhere except ton the Caucasus.
Cloudy weather with light s',owfalls prevailed in West Siberia. Temp?ra-
tures dropped somewhat on ':9 Oc'cber, Dry weather continues in East Siberia,
Temperatures were 2-4 degrees; luring the day, 7-9 degrees below zero during
the night. Snow cover has been established north of Tomsk, Kirensk, Chita,
Sretensk, and Komsomoi'sk,
Cold and slightly cl uty weather cnnrtnued in Kazakhstan, In Central
Asia, daytime temnerat?.,re; rose o 17-20 degrees.
On 21 and 22 October, dry, cool, and cloudy weather prevailed in most of
the European USSR. Light precipitation in the form of drizzles and light
snow was observed in t}e central regions. Feavi.er rains, up to 4 millimeters
during the 24-hour period. fall in the Lower and Middle Volga regions.

On 22 October, noon temperatures were one degree in Moscow, Orel, Kursk,
and Dnepropetrovsk, 2 degrees in Kirov and Saratov, 3 in Gor'kiy and Voronezh,
4 In Chkalov, Kazan', Tambov, and Kuybyshev, 5 in Kiev and Simferopol', 6 in
Odessa and Stalingrad. 7 in Krasnodar, Riga, and Minsk, 9 in Lvov, and 10 in
Kishinev.
Cold, slightly cloudy weather was observed in West Siberia. On 22 October,
noon temperatures were one degree in Tobol'sk and Omsk, 3 degrees in Novosibirsk,
and 4 in Parnaul.
Strong winds were blowing in the North Caucasus and the southern Urals,
Warm and mostly dry weather prey- le'. in eastern Central Asia,
On 23 and 211 October, cloudy weather without prec?.pitation prevailed in
most of the European USSR, although overcast weather with rain cc.-t.inued in
the Middle and Lower Volga regic s. The amount c? pr=cipitatton which fell in
these regions reached 8-10 mil]imeters locally. During the ri..rst_ 12 hours of
2L October, light rains fell in the Baltic countries, Leningrad Oblast, and
Pskov Oblast.
Winter sowings are in the c'ormant stage in most areas. Slight growth of
winter sowings was observed only in the Baltic countries, Moldavia, the south-
ern and western Ukraine, the Caucasus, and the Crimea.
On 25 and 26 October, cloudy weather prevailed in meet of the European USSR.
Considerable rain and snow fell in the northern and northeastern regions. Light
rains fell in the northwest., c^;i'..ra reuirrs, ant, Lowe- and Mttile Volga regions.
In southern Arkhangelsk Ob]as'. v.-:o_;ia Oblast, ant some areas of Yaroslavl'
and Kostroma oblasts temporary snow cover more than 2 centimeters deep was formed.
On 26 October, noon ,empera'urec were one degree In Kirov and Petrozavodsk,
2 degrees in Vologda ant Ger'kiy, 3 in Ufa. 4 in Moscow, Chkalov, and Kazan',
5 in Kursk, 6 in Tambov, Saratov, Stalingrad, and Voronezh, 7 in Minsk, Orel,
Kiev, and Dnepropetrovsk, 9 in Kishinev, Rostov on the Don, and Simferopol',
10 in Odessa and Riga, and 13 in Tbilisi.
Clear and dry weather con'.iruet ;n most of Wes. Siberia and Kazakhstan.
Warm and dry weatner prevailed most of Central Asia and southern Kazakhstan.
On 28 and 29 October, clear ani dry weather prevailed in the western and
southern regions of the Europe-.: USSR.
In the other regions mostly needy weatk.er with precipitation in the form
of snow continued, Qu.'u heavy snowfalls accompanied by strong winds were ob-
served in southern Bashkir ASSR ant in Chkalov Oblast. Light snow cover 2-5
centimeters deep has formed over most of the northwestern; northern, central,
and eastern regions. To some areas of Astrakhan', Kirov, and Molotov oblasts,
snow cover has become 10 centimeters deep.

On 29 October, noon temperatures were 8 degrees below zero in Vologda,
5 below in Kirov, 4 below in Chkalov, Ufa, and Kazan', 3 below in Kuybyshev,
below in Saratov, one above in Moscow, 3 in Leningrad and Kursx, 4 in Kiev and
Dnepropetrovsk, 5 in Velikiye Luki, Odessa, Rostov on the Don, and Lvov, 6 in
Kishinev and Krasnodar, and 7 in Riga.
Comparatively warm, cloudy weather, with light precipitation locally in
the form of rain and snow, prevailed in West Siberia.
