The Ministry of Cotton Growing (khlopkovodstvo) was established by a ukase
of the Presidium of the Supreme Soviet USSR dated 5 April 1950.(1) The decree
?-e as follows:
1. A union-republic Ministry of Cotton Growing is hereby established for
the purpose of the further and rapid development of cotton growing in both the
districts now sown to this crop and districts where it is being introduced.
The ministry is henceforth charged with the supervision of cotton production
in kolkhozes and sovkhozes, as well as supervision of procurement and prelimi-
nary processing of cotton, and of the construction and utilization of irriga-
tion systems in all cotton-growing districts.
2. The following organizat. kre hereby transferred to the jurisdiction
of the Ministry of Cotton Growing:
a. From the Ministry of Agriculture USSR: organizations and estab-
lishments connected with cotton production in kolkhozes; MIS located In cotton-
growing iistricts; maintenance enterprises; irrigation installations; scien-
tific-re.aarch establishments for cotton growing, irrigation, and land improve-
ment; planning and construction organizations for irrigation construction work
in cotton-gro!'Ing districts; educational institutions for training of special-
ists and of cadres with mass qualifications in cotton growing.
b. From the Ministry of State Farms USSR: cotton-growing sovkhozes,
and organizations and establishments connected with cotton production. in sov-
khozes.
c. From the Ministry of Light Industry USSR: organizations and es-
tablishments charged with the procurement and preliminary processing of cottw,
and cotton ginning plants.

The transfer of organizations and enterprises will be carried out in
conformity with the list confirmed by the Council of Ministers USSR.
3. Ministries of Co;:ton Growing are hereby formed in the following union
republics: Uzbek SSR, Tadzhik SSR, Turkmen SSR, Azerbaydzhan.SSR, Kazakh SSR,
Kirgiz 88R, and Ukrainian M. Main Adminletrstione of Cotton Graving are
hereby f '--ma in the Georgian SSR, Armenian SSR, and Moldavian SSE under the
respective r'public Councils of Ministers.
The Ministry c-' Cotton Growing USSR shall henceforth be charged with
supervision of the ,fork of the Ministries of Water Economy in the Uzbek SSR,
Turkmen SSR, Tadzhik MR, Azerbaydzhan SSR, Kazakh SSR, and Kirgiz SSR.(1)
Usmar Yuuupovich Yuaupov was named Minister of Cotton Crowing USSR by
another ukase of the Presidium of the Supreme Soviet dated 5 April 1950.(1)
The above-quoted ukase of the Presidium of the Supreme Soviet establishing
the Ministry of Cotton Growing was confirmed by a lay passed by the Supreme
Soviet dated 17 June 1950.(2)
