During the summer, Soviet economist Eugene Varga visited Budapest to
investigate progress in connection with four directives issued by Moscow
at the beginning of the year: lowering the living standard, increasing
collectivization, raising work norms, and increasing productivity of light
and heavy industries. Varga expressed particular dissatisfaction with the
low level of Hungarian work norms.
The Rakosi government took action to intensify work competition and to
institute stricter regulations on the already harried labor force. The
party leadership ordered changes in work norms, and the new collective con-
tracts drawn up toward the end of October contained considerably steeper
tasks than in the previous year. The outcome of the 7 November work con-
test will largely determine the conti.nuance in office of the present party
heads.
Although providing for higher wages, the new collective contracts
actually contain a veiled decrease, since an impossible increase in the
amount of work must be attained. A worker in the Red Star (formerly
Hofherr-Schrantz) Factory with a previous pp- ^f 185 forints per week now
is entitled to 205 forints, but only if he completes two more units of work
per day. An 8-forint bonus is provided for each unit completed above the new
norm, and 5 forints are deducted for each unit short. However, since the
old contracts were already geared to the ultimate productive capacity of the
worker, he loses 60 forints per week with the same production as before, which
reduces his weekly gross income to 145 forints.

Many free kitchens have been set up to feed the hu gry in Budapest and
in several provincial cities. Equipped with cups and plates, the poor form
long lines to receive food.
ORDERS REPORTING OF DISMISSED WORKERS -- Budapest, Magyar Xozlony, 1 Sep 51
The president of the Office of Manpower Reserve has issued executive
orders relative to the compulsory reporting of workers leaving their place
of employment arbitrarily or dismissed for disciplinary reasons. All perscns,
including apprentices who quit arbitrarily, shall be reported individually on
forms specified by the Office of Manpower Reserve.
Beginning 8 September 1951, the reports, in duplicate, shall be mailed
to the registration department of the Office of Manpower Reserve.
If disposition of the case is changed due to an appeal or other reasons,
or if the decision relative to the disciplinary dismissal is reversed, this
circumstance shall also be reported.
