For further improvement and more effective control, public health affairs
formerly under local supervision?7 will be assigned to the supervision of the
Minister of Public Health. The minister will carry out his activities through
chief supervisors of public health, who, as members of the public health
divisions, or public health groups, of the executive committees of local admini-
strative organs, will oversee public health activity in their areas. Special
public health agencies may be set up at construction sites or in large factories.
Public health supervisor members of administrative organs are responsibly
for the medical aspect of their work to the public health members of their
immediately superior organs or to the Minister of Public Health, and in other
respects are responsible to the government organs of which they are members.
The Minister of Public Health establishes public health standards and
regulations, and coordinates public health activity.
Local supervisors of public health are responsible for the observance
of public health regulations and are liable to fines, disciplinary action
and criminal prosecution on the basis of their actions or omissions. Super-
visors may inspect offices, work sites, restaurants, camps, prisons, and
other public places.
Public health control officers, who are not doctors, are appointed by
local councils to assist public health supervisors and are also responsible
to the Minister of Public Health.
