CRITICIZE MINISTRY OF ELECTRICAL INDUSTRY FOR NEGLECTING INNOVATIONS- CABLE PLANTS SUPPLY CONSTRUCTION PROJECTS PLANT DIRECTOR HITS MINISTRY, MAIN ADMINISTRATION -- Moscow, Izvestiya, 15 Sep 51 At tha Kiev Ukrkabel'0 Plant, the production cost of goods is considerably lover than the cost of similar products made by other cable plants. In the first 6 months of 1951, the plant saved 25 tons of copper and aluminum rolled wire,. 58 tons of natural and synthetic rubber, 100,000 square meters of cotton fabric, and many other materials, for a total saving of about 1,400,000 rubles. New equipment in the enameling shop made it possible not only to increase the output of enameled wire five times without increasing production space, but also to cut the consumption of scarce lacquer in half. However, a number of these suc,.esbee were almost effortless and can be attributed to ot..dated norms for materials consumption. For example, a group of the plant's engineers developed a new method of vulcanizing cutting machine and flexible cable without using cotton fabric or lead. Our plant has used talc to replace these scarce materials for 2 years now, and has saved hundreds of tons of cotton fabric in this period. The new method has also increased the output of vulcanizing boilers and reduced the consumption of steam and electric power. However, the Ministry of Electrical Industry USSR and the in Adminis- tration of Cable Industry (GlavkabelI) have not only failed to support `h:e in- novation or to introduce it at other plants but also continue to plan supplies of cotton fabric for our plant and neglect to plan supplieu of talc. The cost of the cotton fabric saved in 3 months am.'anto to half a million ruble, while the cost of the talc consumed in the same period is only 15,000-20,000 rubles. The Scientific Research Institute or the Cable Industry also neglects the experience of the leading enterprisee and does not participate in the de- velopment of advanced norms. ? The Technical Division of the main administration disregards innovations. In April 1950, engineering-technical workers of the Ukrkabel' Ilant'proposed a revision of the scale of standard gauges of cable products to save nonfer. rous metals and insulating materials. The present scale is limited to 19 gauges. This creates great difficulties for planning organizations, which are compelled to specify the next larger-size of wire. For example, if the calculations show that wire with a cross section of 28 square millimeters is needed and such a gauge does not exist, then the next larger gauge, with L cross section of 35 square millimeters, must be used. The cable industry s reached a technological level where-it can increase the number of wire gauges to 33-35, which would give significant economic-results. -But the main administration turned this proposal down, citing the difficulties which. plants would have in making the intermediate sizes, and giving other unconvincing reasons. -- L. Grabin, director, Ukrkabel' Plant PLANT BOOSTS CABLE OUTPUT, PRODUCES NEW TYPES -- Tashkent, Pravda Vostoka, 8 Jun 51 At the Taarkent Elektrokabel' Plant, a worker in the wire drawing shop has started operating two heavy drawing machines, and has increased the out- put of wire from each by 30 percent. The speed of a three-phase twisting machine was increases and its out- put of cable was increased from 1,500 to 3,500 meters per shift. Moscow, Pravda, 13 Jun 5- The Tashkent Electrokabel' Plant completed the first corii,. 'ent of heavy armored cable for ground pumping equipment for the Volga-Don Canal project 5 days ahead of time. The plant has already fuL^illed the-1951 plan for cable for the Main Turkmen Canal project. Tashkent, Pravda Vostoka, 26 Jun 51 The Tashkent Electrokabel' Plant makes cable for hoseless pumps used in petroleum industry. This year, the plant has organized the production of cable for. ground pumps, electr:% combines, and electric tractors. Moscow, Trud, 20 Jul 51 The Tashkent Elektrokabel' Plant completed its 6-month program in 51 months. The plant shipped 30 tone of cable t? he Main Turkmen Canal project in the first week of July. A consignment of heavy cable for walking excava- tors was shipped to the Volga-Don Canal project ahead of time. Tashkent, Pravda Vostoka, 21 Jul 51 In 18 days of July, the Tashkent Elektrokabel' Plant made 12,000 meters of heavy flexible cable for th*. olga-Don Canal project. This constituted one third of the total order for this type of production.. MAKES ALUMINUM CABLE -- Leningradekaya Pravda, 20 Jul 51 The Leningrad Sevkabel' Plant is now making al minum cable and commun- ications cable for the construction projects. The diesel ship Boris Chiberov recently sailed from the plant wharf carrying 190 tons of assorted cable fe: the Kuybyshev and Stalingrad GES proj- ects. This is the fourth ship to carry the plant's products to the projects. TESTS HIGH-VOLTAGE CABLE -_ Moscow, Vechernyaya Moskva, 21 Aug 51 Underground cable with a working voltage of 110,000 volts made by the Leningrad Sevkabel' Plant has successfully passed preliminary tests by the Scientific.Researck Institute of the Cable Industry, Ministry of Electrical Industry USSR: PROMISES ABOVE-PEAR CABLE -- Moscow, Moekovskaya Pravda, 18 Jul 51 The Moskabel' Plant has promised to produce 250 kilometers of cable above plan this year. The plant has already made dozens of kilometers of high- quality cable above the plan, most of which was shipped to the projects. PRODUCE POWER CABLE -- Moscow, Trud, 28 Jul 51 In the first 6 months of 1951, the power cable shop of the Moskabel' Plant produced 2.5 million rubles' worth of above-plan production. More than 60 brigades at the plant have earned e excellent-quality title. EXCEEDS PIAR FOR CABLE -- Moscow, Knasomol'skaya Pravda, 25 Jul 51 The Kuybyshev Cable Plant has turned out 112,"00 meters of power cable above the plan and has promised to turn out 140,000 meters more by the end of the year. The plant fulfilled the 6-month program in May, and is now completing the third- quarter plan. SEIPS WIRE, CABLE TO PROJECTS -- Moscow, Izvestiya, 6 Jun 51 The Kolchuginak Elektroprom Plant has shipped hundreds of kilograms of light cord, wire, and control cable to the construction projects. The plant recently turned out hundreds of meters of cable for walking excavators and earth moving machines, and is now filling orders for heavy cable for these machines. CCMPTAIN OF WEAK WEIDIEO CABLE -- Moscow, Moskovskiy Stroitel', 19 Jul 51 Welding work on the skyscraper on Vosstsniye Ploshchad' Is held up by poor electric welding cable. The cable often breaks, and the welders have to wait until the electricians splice it. This ha.. been discussed before, but the situation has not improved.
