OUTLINES CONDITIONS FOR OWNING AND OPERATING RADIOS
In August, September and October, various Soviet newspapers r'om
the Baltic to Kazakh SSR published announcements indicating the cir-
cumstances under which wired radio speakers and radio receivers may
b: owned and operated.
Riga, Sovetskaya Latviya, 13 Oct 51
The transfer of wired radio speakers, their installation and inclusion in
a wired radio network, and the taking down of radio wiring and the fittings of
radio speakers in prohibited to unauthorized persons. The use of wired radio
speakers and radio receivers is forbidden without proper registration docu-
ments. The installation of antennas near re:ay wires to wired radio speakers
is prohibited.
.11 owners of radio receivers must register them at the nearest post
office department within a 3-day period from the day of acquisition. The
registration documents must be located near the radio receiver.
The cost for installing a wired radio speaker is 35 rubles. The cost
of including an existing speaker in the wired radio network is 5 rubles. The
monthly subscription payment for a wired radio speaker is 10 rubles.
Vil'nyus, Sovetskaya Litva, 11 Oct 51
The term for paying the subscription fee for the second half of 1951
expired on 1 August 1951. To avoid punishment, subscribers must pay their
debts and re-register radio receivers by 1 November 1951. All radio receiv-
ers must be registered within 3 days of the date of acquisition. Subscrip-
tion payments for, and the registration and re-regi stration of radio receiv-
ers may be made at all rayon offices, departments and agencies of communi-
cations.

An announcement to the owners of radio receivers lists a number of places
in Kiev where, in accordance with Ukase No 2078 of the Ministry of Communica-
tions USSR, the Kiev Directorate of the Radio Network is carrying out the re-
registration of radio receivers from 1 September to 1 October. At the time
of re-registration, the subscriber must present the registration certificate
for the receiver, and the receipt for the payment of the subscription fee.
Persons having nonregistered radio receivers are obligated to register them
at the places of re-registration within 5 days of the publication of this
announcement. Failure to register radio receivers shall be treated in ac-
cordance with existing statutes.
Baku, Bakinskiy Rabochiy, 2 Oct 51
The Directorate of the Wired Radio Network of Azerbayzhan SSR announces
that the leaders of institutions and organizations and all persons having radio
installations must register all radio receivers of whatever type, without ex-
ception. The owner will be given a special certificate for the right to use
the radio receiver.
The owner or represe:,tative of the organization owning the radio receiver
must present a personal passport and a document for the receiver.
Persons evading the registration of radio receivers shall be held crim-
inally responsible in accordance with Article 481 of the 7.4 March 1945 Decree
^f the Council of People's Commissar USSR.

The Directorate of the Wired Radio Network accepts orders for the instal-
lation of wired speakers from citizens, organizations, and state institutions.
The independent installation of wired radio speakers is not allowed. Radio
receivers must be registered at the nearest department of communications
within 3 days from the date of acquisition in towns od ra,,n centers, and
within 10 days in other places. The use of nonregistered wired radio speak-
ers and radio receivers shall be punishable and a fine imposed for the period
of unauthorized use.
The subscription fee for the wired radio network must be paid no less
than one month ahead of time; for radio receivers it must be paid no less
than 6 months ahead, and no later than 1 February and 1 August.
A subscription fee which is not paid within ',ae establieaed term is ac-
repted with the payment of a fine reckoned at one ruble for each month or
each portion of a month of delay. All debts shoulf oe paid as quickly as
possible.
Alma-Ata, Kazakhstanskaya Pravda, 11 Oct 51
The Alma-Ata Directorate of th Wired Radio Network of the Ministry of
Communications announces that the owners of radio receivers must re-register
them by 25 October 1951. Registration is to be carried out at every post
office department in Alma-Ata and in Alma-Ata Oblast. The owner :lust present
his personal passport or identification card, a certificate for the radio
receiver. and the last receipt for the payment of the subscription fee. If
the owner of the radio receiver acquired it without a passport, he must pre-
sent a declaration to the chief of the post office department indicating the
date of acquisition, and the type and plant number of the radio receiver.

the date of acquisition, regardless of whether the receiver is in working con-
dition or not. Those failing to register will be held responsible.
