IN PREPARATION FOR POSSIBLE WORLD CONFLICT
According to a Hsin-hua dispatch of 22 September 1951, appearing in the
Saigon Hai-wai Chou-k'a', published by Saigon Service Francais d'Infornation,
the importance of Northwest industry is becoming more and more apparent. Tnis
is especially true since the transfer of industrial plants from the Northeast
and other strategic areas into the Northwest by the Chinese Communists. The
dispatch gave the following information:
in 1951, government industrial investments in the Northwest doubled.
Informants who recently returned from the Chinese mainland have confirmed that
since the outbreak of the Korean conflict, Chinese Communists have been movir,;
industrial plants from the southern portion of the Northeast to the Northwest.
They state that the Communists have changed their original industrial develop-
ment plans and are now concentrating on the construction of new plants in the
inland provinces in anticipation of the possibility that they will be forced
to retreat to the Northwest near Sinkiang and the Soviet Union in the event of
another war.
The same informants further reported that the Northwesc, noted for its
petroleum and textile industries, has increased its electrical power 26 per-
cent, machinery industry 38 percent, oil production 32 percent, and textiles
13 percent.
