The following items from Cum Vorbim (How We Speak), organ of the
Society for the Historical, Philological, and Folklore Sciences, hint
at inefficiency and confusion in the adoption of Soviet methods and
modern industrial techniques because of language difficulties.

The principal purpose of the study of the Russian language in the Rumanian
People?s Republic is to ft,cilitate the spread of Soviet culture and experience.
Soviet technical and literary works are now available in translation, but
these translations are not widely distributed. Therefore, large-scale projects
for teaching the language have been undertaken throughout Rumania. Howev'?r,
difficulties cave been encountered in this program. No good dictionaries are
available. The Sergievskiy-Martishevskaya dictionary, now ?n use, does not ful-
fill present needs. In addition, a dictionary having a gooc, orthography is
needed. The Ushakov dictionary would satisfy requirements for a time if it
were brought up to date in science and new discoveries.
Another difficulty is the lack of proper organization of teaching Russian
in public education. Schools and institutes, such as the linguistic institutes
of Bucharest, Cluj, and Iasi, which are best qualified to prepare manuals and
teaching material, have not pooled their resources to prepare these materials.
The adoption of Soviet methods and ideas in Rumania cannot become fully
satisfactory until the linguistic difficulty is overcome. -- N. Pascu, Prorector,

At present, the modernization of language in the Rumanian People's Republic
is a matter of concern.
The lack of unity and precision in technical terminology creates confusion
and lose of time in economic problems, in production, and in the training of '
technical persornel. Industrial processes and materials are designated by words
of English, French, or German origin, according to the foreign firm which manu-
factures goods imported or according to the nationalit;; of the one-time private
owner. The State Standardization Commission hap encountered much confusion of
nomenclature in attempting to unify terminology. The same product or process
may have different names in different areas or enterprises.
This has frequently resulted in duplication of effort and the damage or
loss of important materials. For example, in the electrotechnical industry, the
word to link or connect is expressed as "Conectare," "conexare," or "recorders"
by those influ"ced by French terminology and as "cuplare" by those influenced
by German terminology, whereas everyone should say "legare." A shunt circuit is
known as an "electric current in parallel," a "derivation," or a "shunt." Con-
sequently, when orders are placed for a given item, the suppliers frequently
