THIS IS UNEVALUATED INFORMATION TAKE LIMITS OFF RAIL TRANSPORT; REINSTITUTE FRONTIER CROSSING LIFT RESTRICTIONS -- Budapest, Kozlekedesi Kozlony, 9 Dec 51 To insure the planned distribution of goods for public consumption and co eliminate black-market operations, the government previously introduced several regulations relative to the limitation on shipping of agricultural products, animals, and foodstuff. State purchasing or?;ans were given exclu- sive rights to ship certain goods while others were denied shipping privileges. For example, the Vegetable- and Fruit-Trading Enterprise was granted exclusive rights, and apples, potatoes, and onion could not be :'.hipped without its bill of lading. According to another restriction, certain consignments were ac- cepted for certain persons and organizations only. Special shipping permits were another means of limitation. The local councils were entrusted with the issuance of shipping certificates, which were usually granted to farmers who had fulfilled their delivery obligations. This system, however, has not kept pats with the requirements of the expanding econ- omy, because the shipping regulations did not result in compliance with deliv- ery quotas. In addition, the restrictive regulations led to uncertainties which hindered the performance of the railroads. In many instances, the public was not familiar with the regulations, which gave rise to friction between the shippers and the railroad officials. This situation was considerably changed by the resolution of the party and the Council of Ministers on the unrestricted transportation of agricultural products. In the future, most of the agricultural products and meat may be shipped without any restriction by the railroads. Passengers may also carry 20 kilograms of foodstuff instead of the previous 10 kilograms. The crossing point, which is :located on the Hegyeshalom-Bratislava railroad line, was closed during the war.
