Munich (Arab Neva A envy) The newspaper Kavkaz (Caucasus), issued
in Munich
date not given/, published an article co emning the UN for failing
to take the necessary action against the USSR, which the article accused of
exterminating the Moslem population of the North Caucasus regions.
The article claimed that the national Caucasian committees in exile have
formally protested to the UN, the Western Powers, and the Islamic nations, but
about the only reaction received so far was that of righteous indignation on
the part of UN circles concerning these genocide practices of the USSR. The
article went on to say that TAf ineffectiveness in this case was a clear in-
dication of that organization's inability to influence Soviet policies, even
when such policies concerned the mistreatment of minorities. The article added
that despite the fact that the USSR was a signatory to the UN Charter, which
recognized the equality of nations regardless of size and power, it, neverthe-
less, deliberately violated the rights of minorities under its jurisdiction.
In conclusion, the article stated that the motive behind the Soviet policy
of exterminating the Moslem population of the Caucasus was, first, to achieve
total control over the rich, natural resources of the region and, second, to
convert the area into a bridgehead for future Soviet penetration of the entire
Moslem East.
