The Peiping Ten-min Jih-?pao of 10 February 1952 carriefl the report,sub-
mitted by Wang Feng, chsi.-rmn of the Fationsliti~s Affairs Committee of the
Horthvest Chins_y+i+txcry and Ada+nistzativA Committed. This report disclosed

Sinkiang, Zsneu, Hingeie, and Tainghsi. Aaphasizing that mobile teams were
also the political propsgandista and organizers far the Communist Party sad
the Central People'e Government, the report vent oa to say:
"Aster the liberation, the Central Pecple~a Government and the Horth-
vest China Milil:a_ry and Administrative Committee appropriated special medical
funds, equivalent in value to 18,143,165 cattiee of millet;, and donated s
large supply oP medical supplies valued at approximately 4 million cattiee of
wheat. For the promotion of trade and medir_al service among the m:iori.ty
nationalities, 286 health and trade offices and specialized agencies were es-
" tablished in Sinkiang,.Ransu, Hingeia, and Tsin'ghai. ~In addition to health
~ centers anP. stations, mobile trade ?eaas and traveling medical teams pene-
trated agricultural and livestock :arming areas to carry oa their work. Ac-

Gov~+~+~+~rt and all the health agencies of various levels in the Northxest treated
nearly k50,000 members of minority nationality groups fY~om.-Octoller 1950 to June
1951? They also vaccinated 200,000 pepple against smallpox and innoculated
108,000 people against other dieeases~
"Trade and medical teams not only have their specific functions to perform,
but they are also the political propagandists; organizers,-end the political
working teams for the Communist Party and the Central People's Government. For
instance, the Tu-1an Haiea, in Tainghai, the mobile trading team organized by
the Tu-lan Branch of the State TredYng Company not only completed its trade
aZtivities in Chu-ma-lai, but also it publicized the minority nationality policy,
the tax collection policy, and the P.esist America, Aid Korea ideology which ele-
vated the political consciousness of the masses.
"Sometimes work among the minority nationalities requires individual trade
and medical teams to assume dual Punetions. Therefore, while s trade team sells
its merchandise, it should be ready to treat the sick; and while it conducts
propaganda, it should be prepared to organize politically the minority nation-
elities. This is a very good way tc launch mass work in nomadic il0estock-
farming areas. However, the political cadres have not emphasized the successful
experiences of the above type cf work, gad, therefore, the strength of these
mobile trade and medical teams hs= net been fully utilized to promote this kind
of activity. Hereafter, under *.he united leadership of all levels of the people's
goverhmente and agrncles concerned, all available public and private resources
-must be coc~dinsted to further this work "
The Peiping den-min J_h-~+ao, cn 11 February 1952, carried important parts
of the report of Wang Wei-chou, chairmen of the Nationalities Affairs Committee
of the Southxest Chins Military and Adm:nit:s+,ive Committee.in which the fol-
lowing highlights of the medical and h~slth w,zk. xere given:

in 'all the-minority nationality srea> and 29 m:,t:le medical teams have been or-
ganized. T'nese medical teams haws prc.vidAd ffedicsl treatment to the masses gratis
or at reduced fees, The Tibetan Aut,n~;mou. Region in Slkang, with the support
_of 'the Central People's Governmen?., elim::.ated r:nderpest which had infected an
area of 2,000 11 la circumference and *.:Nat~d or exam-fined 20,000 heed of cattle
and horses as a preventive measure against epizootic diseases."
