THIS IS UNEVALUATED INFORMATION CHINO CHIANG FLOOD DIVERSION PROJECT ABOUT TO START Final drafts of plans have been adopted and the general head- quarters and an engineering committee formed to carry out the Ching Chiang Flood Diversion Project in Hupeh. Peasant, technical, and military labor and control forces, numbering 200,000 are converging on the scene, and materials and supplies are steadily flowing to the site. The plans have been drawn up with the advice of the Soviet water conservancy expert Bukhov. The project will soon be under way. Numbers in parentheses refer to appended characters. In accordance with plans of the Government AdministrationCouacilofthe Cen- tral People's Government and an implementing order of the Central and South China Military and Administrative Committee, the organization for carrying out the Ching Chiang flood diversion project has been complet..d. Men and materials are rapidly being moved into position for speedy execution of the Program. The Ching Chiang Flood Diversion Project Engineering Committee is under the chairmanship of Li Hsien-nien (1) and the Ching Chiang Flood Diversion Proj- ect. Engineering General Headquarters is under the command of Tang Tien-chi (2). Ting Tien-chi and Liu Pei (3) are vice-chairmen of the committee. Wang Shu- sheng (4), Lin I-Shan (5), and Hsu Tzu-wei (6) are vice-commanders of the General Headquarters. The other members of the engineering committee are Cheng Shao- wen (7) secretary-general, Huang K'o-ch'eng (8), Ch'eng Chien (9), Chao I- min (105, Chao Erh-lu (31), Plan Cheng-tao (12), Ch'i Chung-huan (13), Chang Kuang-t'sai (14), Li I-chih (15), Lin I-Shan Hsu Tzu-wei, Wang Shu-sheng; Yuan Chen (16), Hsu Chueh-fei_ (17), Cheng Shao-wen, Liu Hui-nung (18), Tien Wei- yang (19), Li I-cii'ing (20), Liu Tzu-hou (21), Chang Chih-i (22), and Jen Shih-shun (23). Students and teachers of the conservancy and construction training departments of the Wu- han, Hunan, and Cbung-shan universities and the Wu-ch'aog Higher Industrial School, numbering 230 persons, reached the area at the end of March. In the nearby Special Administrative Districts of Hopeh and Hunan several million support workers are being mobilized to supply the working force with materials and food. The Yangtze River is covered with boats carrying materials and supplies shuttling rapidly back and forth. Hundreds of thousands of tons of materials are coming in from Shanghai, the Northeast, T'ai-yuan, Hankow, Nanking, and ot%:.r places. For hundreds of li along both banks of the Ching Chiang there are countless workers' huts. Railway workers are feverishly laying down light rail lines all over the working area. For 2 years, preliminary surveys, drill tests, etc., have been going on under the direction of the Yangtse River Conservancy Committee. In the spring of 1951 the dikes on the east bank of the Hu-tu Ho and the North bank of the An-hhiang Chiang were strengthened. In January 1952, final drafts of plans for the Ching Chiang Flood Diversion Project were adopted. Large numbers of cadres have recently been sent to the site, and in 10 days Hupeh Province has mobilized 70,000 peasants for the work. The plans for this project have been formulated under the direction and inspection of the Soviet conservancy expert Bukhov. Originally, it was planned to use 500,000-600,000 tons of sand and gravel which would have to be trans- ported several hundred li from I-ch'ang and I-yang. With the aid of Bukhov it was discovered that local gravel and some local sand would be very suit- able. Thus, much money and labor can be saved. Formerly, one tug could tow only six barges, but now by adoption of the Soviet technique, one tug can simultaneously tow 22 barges. Several hundred medical workers are arriving at the area. The post office and the Peoples Bank have established branch offices on the site. Ninety thousand local i_sidents are preparing to move out of the area. CHARACTERS 9. 10. tVt 11. 12.
