There will be no land reform, now or in the future, in the
nomadic livestock farming areas of Northwest China, according to
Hsi Chung-hsun, vice-chairman of the Northwest China Ni!itary and
Administrative Committee. Hsi (:hung-hsun spoke to 1L6 dclcgates
at the opening of the third plenary cession of the Nationalities
Affairs Committee of the Northwest China Military and hdnlnistra-
tive Committee at Sian on 24 April 1952.
Hsi Chung-hsun also stated that the Three-Anti's Movement would

Everyone ce' see that oq nation is progressing daily and that our work in
the Northwest China region is'-also advancing daily. On what does our progress
depend? Our progress depunds on t2:e leadership of Chairman Mao, on the organiza-
tion and a ucation of the masse:;, and or. the great unity of all nationalities.
The elevation of the political conc:_iousness of the hrrccd masses and their rising
unity has been concretely expres.:gd in a series of r-,real 'sass movements. The
foundation for future larre-scale economic construction has been laid by the
great Resist America, Aid Korea Movement, Suppress Counterrevolutionaries Move-
ment, and the Land Reform Movement, by the strengthening of national defense,64
local security, by the wiping out of the exploiting feudal system that has
prevailed during the past thousand years, and by mobilizing the broad masse
for education.

We are just in the midst of puhtng the Three-Anti's and the Five-Anti's
Movements, which are social revolutionary movements of historical significance.
On the democratic united battle front these movements will repel the criminal
aggression of the illegal capitalist elements, wash away the poison inherited
from the old society, and contribute significantly to the preparatory work for
national construction.
To engage ourselves thoroughly in this struggle to the finish, we must
carry on educational and organization work among the masses more broadly and
penetratingly than in previous movements. We see clearly that victory in this
struggle will directly enhance the cause of national construction.
The people in the various minority nationality areas do not participate
in the aforementioned mo'rementa on the same level or within the same scope.
This is especially sc of the minority nationality cadres ana the leading
minority nationality personages and leaders who participate with the Chinese
cadres assigned to work in the local areas with these movements. They have
contributed generously to the Northwest Ching Region in the way of restoring
and developing the economy of the minority nationalities, in cultural and
educational causes, and in advancing unity among the nationalities. They have
made great contributions which the people will never forget, and it is hoped
that they will continue to contribute more to the people.
Considering the special conditions that exist in the various minority
nationality localities, the leadership mentioned above continuously issued,
since last year, certain regulations to guide the mass movements. For in-
stance:
1. During the Resist America, Aid Korea Movement there will be no cam-
paign for arms donation in the nomadic livestock-farming areas. Since living
conditions among these people are comparatively poor, the campaign will only
carry on broad educational propaganda on "patriotism" and "internationalism."
2. In suppressing criminal counterrevolutionaries, action must be ap-
proved by all the minority nationalities of the local area and passed upon
by the masses of the particular nationality [To which the accused belong]
and by democratic personages and leaders.
3. The nomadic livestock-farming areas will not carry out land reform,
because there does not exist the same feudalistic exploiting land system that
survives in the agricultural areas. The nomadic livestock areas, therefore, need
not carry out land reforn, now or in the future. The livestock economy of the
nomadic herding areas follows a different path of development from that of the
agricultural areas. For the protectlo,. of the livestock economy it was also
stipulated that semiagricultural seminomadic areas will not carry out land
reform.
4. The implementation of land reform in the agricultural areas of
minority nationalities differ, from tha' carried on in the Chinese populated
areas. Before land reform can be carried out well, it must be demanded by the
local minority nationality masses, concurred with by the leading personages,
directed by localities, and its method of implementation planned in complete
conformity with local conditions.
There will be no expropriation of land owned by Mohammedan mosques and
Tibetan monasteries for distribution. These lands are closely related to the
religious faith of the masses and they must be differeniated from the land of
the landlords.

5. The Three Anti's Movement will be carried out tal.y among the Chinese
cadres assigned to the minority nationality areas, the participation in this
movement by local minority nationality cadres is only to raise the level of
their education. There is no need, however, to initiate the same kind of mass
denunciation movement as carried out in Chinese nationality areas nor is it
neressarv for local minority nationality cadres to hold confessions during
their meetings. As for incidents that occurred in the old society in the past,
they will not be investigated. The Five-Anti 's Movement will not be carried
out in any of the small towns of the seminomadic and aemiagricultural areas.
A year's experience has demonstrated that these regulations are imperative
anal correct. The w -king cadres in all localities rave conscientiously carried
out these regulations.
