NEW CZECHOSLOVAK PASSPORT REGULATIONS STATE ARMY The Ministry of Foreigr Affairs, as of 31 December 1951, establishes the following regulations: Article 1. Nationality Czechoslovak passports or documents in lieu of them are issued, renewed, and extended by the Ministry of Foreign Affairs or by Czechoslovak diplomatic agencies authorized to do so. Article 2. Contents of Passports a. A Czechoslovak pasepor' contains the given name and surname of the per- son to whom it has been issued, date and place of birth, place of residence, occupation, description of the bearer with photograph, signature of the bearer, date of expiration, countries for which the passport is valid and notation of the issuing office. b. Children under 15 may be listed on the passport of their father or mother, if their last name is the same as that of the bearer of the passport; after they reach the age of 15, their names will be deleted from the passport. Other persons shall not be listed on the passport of the bearer. Article 3. Passport Applications e. Applications for the issuance of a Czechoslovak passport, for extension of its validity and additions to its territorial validity, as well as applications for e-it permits (Article 6), for travel for commercial, educational, sport, cul- tural, and international propaganda purposes, or for travel connected with the NSRB FBI DISTRIBUTION lI STAT Sanitized Copy Approved for Release 2011/08/19: CIA-RDP80-00809A000700070369-4 Sanitized Copy Approved for Release 2011/08/19: CIA-RDP80-00809A000700070369-4 execution of official duty (official travel), are to be submitted to the Ministry of Foreign Affairs by central administrations or by the higher executive bodies of volunteer organizations which propose the travel. b. Applications for issuance of a Czechoslovak passport, for extension of its validity, and for additions to its territorial validity, and applications for an exit permit (Article 6) for private travel or for purposes of emigration, are to be submitted to the Ministry of Foreign Affairs by the applicant in person. Czechoslovak citizens living abroad must submit applications for issuance, time-limit extension and territorial extension of a Czechoslovak passport, as well as applications for a permit to enter Czechoslovakia (Article 7), to Czech- oslovak diplomatic agencies authorized by the Ministry of Foreign Affairs which have jurisdiction over their place of residence. The applications must be sub- mitted in person unless otherwise authorized by the Ministry of Foreign Affairs. Article 4 The applicant must submit his passport application on the prescribed forms. Documents specified in the appendix to this announcement are to be submitted with the application. Article 5. Time and Territorial Validity of a C echoslovak Passport Czechoslovak passports are issued strictly for the period of time necessary for the sojourn abroad and for not more than 2 years. The validity of a passport may be extended for maximum periods of 2 years at a time. Article 6. Exit Permits A Czechoslovak passport gives the right to travel abroad only if supple- mented by an exit permit granted by the Ministry of Foreign Affairs. One-time exit permits are granted for only one trip abroad, permanent-type exit permits for any number of trips during the period of validity. Article 7. Permits to Enter Czechoslovakia for Citizens Permanently Residing Abroad Czechoslovak citizens permanently residing abroad may obtain permits to enter Czechoslovakia from the Czechoslovak diplomatic agency having jurisdiction over the applicant's place of residence. Article 8. Substitute Traveling Documents a. The following documents may be issued in lieu of Czechoslovak passports: 1. Excursion lists for expeditions traveling abroad jointly. 2. Travel documents, for Czechoslovak citizens, usually issued for the purpose of re-entry into Czechoslovakia. 3. Travel certificates for children under 15 who travel independently or with parents who have different surnames. 4. Trawl identity cards issued to: (a) stateless persons or persons of uncertain nationality residing in territorial Czechoslovakia,, and (b) persons enjoying the right of asylum in Czechoslovakia. b. Substitute travel documents permit travel abroad or to Czechoslovakia only if they are accompanied by exit or entry permits. Application for Substitute Travel Documents a. Applications for excursion lists are submitted by the central office or the higher executive body of volunteer organizations arranging the excursion. For sports excursions applications are submitted by the State Office for Physical Culture and Sport. The Ministry of Foreign Affairs will determine for each in- dividual case the kind of documents to be submitted with applications. b. Applications for travel documents mentioned in Article 8a, (2)-(1), are submitted by the applicants personally to the Ministry of Foreign Affairs or to authorized diplomatic agencies, except for children, whose applications are sub- mitted by their legal guardians. The documents enumerated in the Appendix under A are to be attached to the applications, except the certificate of citizenship for stateless persons. As for applications for children's travel certificates, submission of birth (baptismal) certificate and certificate of Czechoslovak citizenship is sufficient and, if the child is traveling alone, written consent of the child's legal guardian. Article 10. Return of Passports and Substitute Documents a. Czechoslovak passports issued for the purposes mentioned in Article 3e are to be returned immediately after the holder re-enters Czechoslovakia, to the central office or the higher executive body of the volunteer organization that applied for the passport or the exit permit. b. Czechoslovak passports issued for private travel and documents substi- tuting for passports will,on the holder's arrival in Czechoslovakia, be taken by the passport control authorities and sent to the Ministry of Foreign Affairs for safekeeping. The passport control authorities will furnish travelers written re- ceipts for the documents. c. Persons traveling abroad or. Czechoslovak passports or substitute docu- ments shall, before their departure, surrender their citizen's identity cards or substitute documents to the precinct office of the National Security Corps at their place of residence, and this office will furnish them with written receipts. After their return from abroad, the precinct office of the National Security Corps will return the documents. In emergency cases citizen's identity cards or sub- stitute documents may be surrendered to the passport control authorities. Article 11 a. Passports of foreigners entitle them to enter Czechoslovakia or to pass through Czech territory only if they are provided with a Czechoslovak visa. Foreigners are entitled to leave Czechoslovakia only if they have an exit visa. h. Only the bearers of Bulgarian diplomatic and special (service) passports and of Polish diplomatic passports are exempt from visa formalities. Article 12 Czechoslovak visas are granted by the Ministry of Foreign Affairs and by Czech diplomatic agencies empowered by the ministry; these offices may also, at any time, cancel the validity of visas already granted. General and Concluding Legislation Czechoslovak passports and substitute documents are the property of the Czechoslovak State. Article 14 Special certificates, issued according to valid international agreements, which entitle the bearer to cross borders, as well as passes issued to persons working on the adjustment of the Czechoslovak State borders, are considered as documents in lieu of a passport. Article 15 The following are hereby canceled: a. Announcement No 439/1949 of the Ministry of the Interior, in the Official Gazette No I, giving detailed passport regulations. b. Announcement No 485/1949 of the Ministry of Foreign Affairs, in the Official Gazette No 1, regarding detailed passport regulations. Article 16 The Ministry of Foreign Affairs will stipulate the conditions ruder which Czechoslovak passports shall be issued to the bearers of navigation and maritime books and documents as well as to the bearers of special certificates issued to the employees of the Czechoslovak State Railroads National Enterprise, and of the Czechoslovak State Posts National Enterprise, entitling them to cross borders in execution of official duties. Up to the date of this order fi. e. 1 January 1959 these documents will substitute for Czechoslovak passports. Article 17 Czechoslovak passports issued prior to this date remain in force. Article 18 This announcement takes effect on 1 January 1952. For private travel: a. Documents mentioned under 1, a-f b. Birth (baptismal) certificate c. Birth (baptismal) certificates of passport d. Marriage certificate e. Residence registration certificate f. A detailed justification of the application own handwriting g. Recommendation by the employees' council of which the applicant is employed h. An affidavit by the Okres of all taxes and duties. 3. For emigration: n. Documents mentioned in 2, a-h b. Affidavit ensued by the Okres National Committee, certifying that the applicant is not in possession of confiscated property to which he has no title c. Declaration of assignment rof property, d. Affidavit issued by the Central Council of Cooperative Societies regarding the applicant's indebtedness to banks e. A certificate issued by the Czechoslovak State Bank confirming that the applicant has no valuables abroad subject to declaration according to foreign currency regulations, or that he has already made such a declaration f. A declaration by the applicant that he renounces all rights to foreign currency allocations. 4. Czechoslovak citizens living abroad: a. A certificate of Czechoslovak citizenship b. Birth (baptismal) certificate c. Birth (baptismal) certificates of children included on the passport d. Marriage certificate e. Previously issued Czechoslovak passport f. Completed passport application with photograph g. One passport photograph h. A detailed justification of the application, in the applicant's own handwriting. B. To an Application for Renewal or Extension of a Passport 1. For the purposes mentioned in Article 3a of the announcement: a. Previously issued Czechoslovak passport b. Completed passport application form, with photograph c. Approval of the appropriate military command. 2. For private travel: a. Documents mentioned under 2, a-c b.
