The following tables were compiled from figures contained in the budget
speech of the Minister of Finance Moldavian SSR. It should be noted that in
the breakdown of allocations to the national economy the categories "capital
investment," "capital repair," and "working capital" represent functional dis-
tributions of allocations and are not to be construed as representing additional
expenditures from the budget over the allocations to the various branches of
the economy. Furthermore, the breakdown of the national economic and social
and cultural activities is not necessarily complete and the figures do not
always add up to the total for these main categories..

a. An additional 64 million rubles for this purpose will come from
enterprises' and economic organizations' own funds.
b. Amortization deductions and other sources will account for 44.5 million
rubles of additional capital repairs.
c. In addition to the above budget allocation, 16.1 million rubles will
be allocated as working capital from enterprises' profits and other internal
sources.
Recommendations of the Budget Commission
The following changes were proposed by the Budget Commission:
To increase the budget revenues by 2,178,000 rubles from the following
sources:
500,000 rubles fr.m the income tax on consumers' cooperatives
314,000 rubles from the profit tax on the Ministry of Timber Industry
664,000 rubles from recalculated 1951 profits of the Kishinev Industrial
Mining Combine
3C0,000 rubles from the tax on noncommodity operations
400,000 rubles from the patent tax
To grant 585,000 rubles to the Ministry of Trade Moldavian SSR for capital
investment.
The balance of 1,593,E rubles to bie applied to excess of revenues over
expenditures in the State Budget.(1)
1. To approve the State Budget of the Moldavian SSR for 1952 submitted
by the Council of Ministers Moldavian SSR, with changes proposed by the Budget
Commission of the Supreme Soviet Moldavian SSR as follows:
