The following tables were compiled from figures contained in the budget
speech of the Minister of Finance Latvian. CSR. It should be noted that in the
breakdown of allocations to the natioonal economy the categories "capital in; .4'
vestment," "capital repair," and "wotking capital" represent functional distri-
btions of allocations and are not to be construed as representing additional
expenditures from the budget over the allocations to the various branches of
the economy. Furthermore, the breakdown of the national economic and social
and cultural activities is not necessarily complete and the figures, therefore,
do not always add up to the total for these main categories.

a. An additional 88 million rubles have been allocated from the Union Budget
for MTS and Mechanized Land Improvement Stations. In addition, 42 million
rubles in long-term credits will be extended to kolkhozes by the agricul-
tural bank.
b. In addition to this sum 100,412,000 rubles will be allocated for this pur-
pose from economic organizations and enterprises' own resources.
c. An additional 41,534,000 rubles will be allocated from profits of the na-
tional economy and other sources.
d. This figure does not include expenditures for higher educational institu-
tions of The Ministry of Higher Educ don USSR located in the r.-public, or
educational institutions of union ministries, and FZO and trade schools of
the labor reserves which are financed out of the Union Budget.
Recommendations of the Budget Commission
The following changes in the budget were proposed by the Budget Commission:
1. To increase the budget revenues by 4,378,000 rubles from the following
sources:
1,750,000 rubles from the Ministry of Light Industry
800,000 rubles from the Ministry of Local Industry
1,828,000 rubles from the Ministry of Food Industry
2. To decrease the expenditures of the Ministry of Forestry by 1,200,000
rubles.
3. To apply the additional revenue of 4,378,000 rubles and the 1,200,000
rubles accruing from decreased expenditures to the excess of revenue over ex-
penditures in the 1952 State Budget Latvian SSR.(2)
The Supreme Soviet Latvian SSR decrees:
1. To approve-the State Budget of the Latvian SSR for 1952 submitted
by the Council of Ministers Latvian SSR with changes proposed by the Budget Com-
mission of the Supreme Soviet Latvian SSR as follow.:
