PRIVATE BUS-LINE OPERATORS USE BLACK-MARE= GASOLINE; KWEICHOW INCREASES HI YS The scarcity of gasoline and apparent discrimination against private enterprise is reflected in the report that, the managers and certain employees of four privately operated lung-distance bus lines in the Canton region have been fined and put on trial for alleged purchase of gasoline on the black market. Over 1,500 motor vehicles are said to be in operation on more than 4,000 kilometers of complete or soon-to-be completed highways in Kweichov Province. All bridges on the improved or newly con- structed highways are said to be able to carry loade up to 15 tons. Troops of the People's Liberation Army are pushing the construc- tion of the Klang-ting -- Lhasa highway to a point beyond Kan-tzu in Sikang in spite of staggering difficulties. As a result of the Three -Antis Movement, the government-operated Kwangtung Transport Company claims to have eliminated much corruption and inefficiency. PRIVATE OPERATORS PUNISHED -- Hong Kong: Kung-shang Jib-pao,.24 May 52 Shen-chluan, 22 May (from our own correspondent) -- Twelve men, managers and employees' f privately operated long distance bus lines plying the region between Canton and Sben-chluan, Kwangtung. were arrested for purchasing gaso- line on the black market. "l*ey were fined sums five times the amount of the evaded tax and turned over -co the court in Pao-an fcr punishment. The accused claimed that the gas,)line rationed to them by the Liquid Fuels Control Office was insufficient for their requirements, that therefore they ha& petitioned the authorities for permission to cease operations, and that this had been refused, leaving them no choice but to purchase on the black market. No rationing is imposed on the Communist dominated jointly operated Lien-ying Motor Transportation Company. 4 8 Sanitized Copy Approved for Release 2011/08/19: CIA-RDP80-00809A000700070582-7 STAT Sanitized Copy Approved for Release 2011/08/19: CIA-RDP80-00809A000700070582-7 The oepgnies affected by these arrests are those operating on the follow- ing routes: Canton-Shen-ch'uan, Pao-an-a 'a!-p -ping, Shen -ch'uan'-Sha-t'ou-chiao, and Hui-yang-Tan-ahui-Shen-ch'uan. 1,500 MOTOR VEHICLES ON KWEICHOW HIGHWAYS -- New York, Eua-ch'iao Jih-;'w, 2 Jul 52 Hong Kong, 23 June -- News from Kuei-yang states that the Kweichow People's Government has built and conditioned 26 highways having an aggregate length of 3,740 kilometers. Newly built highways amount to 660 kilometers. Highways still under construction and nearly finished include those from Ssu-nan to Tung-den, Hui-shui to Lo-tien, and Kuei-yang to K'ai-yang, totaling 347 kilometers. At present, of the 79 heien in the province, 63 hsien cities can be reached by improved highways on which 1,500 motor vehicles are in operation. Formerly, many 'f the bridges could sustain from 5 to 7 tons only; now all the bridges on the improved or newly constructed highways can carry at least 15 tone. In building the highway from Tsun-i to Huang-ping, a distance of 110 kilo- meters of travel has been saved. Among the completed highways are those from San-sui to Chin-ping, and Jen-huai to Tsun-i. The completion of all these roads has gree.cly facilitated the marketing of local products and improved the economic life of the province. TROOPS PRESS CONSTRUCTION OF TIBET HIGHWAY -- Hankow, Ch'ang-chiang Jih-pao, 26 May 52 Peiping, 25 May (Hsin-hua) -- Ch'ien Feng, a Hsin-hue reporter, writing from personal observation, described as extreme the difficulties encountered in the construction of the highway from K'ang-ting, capital of Sikang Province, to Lhasa. He called the spirit of the troops r'f the People's Liberation Army, who are overcoming all difficulties and rushing the road onward, invincible.. Ch'ier Ferg sad traveled as far as Kan-tzu, and stated that the road over the Ch'iao-ex..-ahan (98 35, 32 05), elevation 5,300 meters above sea level, was now passable for vehicles, and that the workers are pressing on toward Chang-tu. As to terrain and climatic conditions, he stated that the construc- tion of this road ie difficult beyond .comparison with the road between Chung- king and Kuei-yang, and added that in the region ahead the difficulties and obstacles will be much greater than in the region already traversed. Canton -- Since the enforcement of the Three-antis Movement, great im- provement has been effected in the management and operating efficiency of tl.: local motor car repair shop of the government-operated Kwangtung Transportation Company.
