DATE OF SUPPLEMENT TO REPORT N0. THREE TYPFS OF PERSONAL PASSPORTS FOR BULGARIAN CITIZENS There has been a alight decrease in terror in Bulgaria. Some concentration camps vere abolished and some prisoners vere transferred to other camps, while others (4,000) vere liberated. This should not be regarded ae the end of the terror, but only as the calm before the storm. This storm will be unleashed vhen the lav oa personal passports is applied. This law has gone into effect, and the State Security Pollee is now c ecking applications Por the new passports vhich are to be issued in exchange for identity cards. After this check, the citizens w111 be divided into three categories. The first category will include party members and government supporters who have al- ready obtained red passports. These red passports viii enable a person tc travel freely throughout Bulgaria and establish residence is Sofis. The second category will include state officials and mesa organization leaders who will be issued blue passports. The blue pees orta will enable their holder to circulate freely within a given province ~okrug~ The third category, to be issued yellow passports, will include the masses, who will not be permitted to cross the limits of their cities or villages and will not be able to travel even 3 kilometers without spec.'.el authorization obtained previously. Thus the entire country is bein{S transformed Into a large concentration camp and one should no longer be suprised at the aboli- tion of some existing camps.
