the The Council of Ministers has issued Decree No 52 of 1952, which deals with
supervision of the wage fund and tables of organization of state administra-
tive agencies.
The wage fund is defined as the sum total of wages appropriated in the na-
tional'budget for the state administrative agencies and includes basic wages,
overtime payments, special allowances, production bonuses, travel expenses on
official missions, payments for work performed on contract basis, etc.
Both the wage fund and the tables of organization are subsumed in the na-
tional economic plan in total figures. The wage fund is calculated by the Coun-
cil of Ministers or, in certain fields, by the Ministry of Finance. The tables
or organization are submitted by the ministries and are approved by the National
Economic Council or, in certain cases, by the Orszagos Letszambizotteeg (Na-
tional Tables of Organization Committee). Job descriptions for state adminis-
tration employees are included in special instructions impiementing the present
decree.
Adherence to the wage fund and tables of organization of the state adminis-
tration is supervised by the minister of Finance through table-of-organization
inspectors attached to the Budapest City Council and eacb megye council. For
the purpose of directing the area inspectors, as well as for the supervision of
the ministries, major state agencies, and other institutions, the Kozponti Lets-
zamfelugyeloseg (Central Inspectorate for Tables of Organization) will be es-
tablished in the Ministry of Finance.

State administration agencies are required to operate on the basis of
table: of organization and wage funds certified by the Central Inspectorate
and table-of-organization inspectors, respectively. Applications for funds
for the payment of wages will be honored by the Hungarian National Bank only
if so certified. Applications for funds in excess of the authorized wage
funds must be accompanied by a special permit of the Ministry of Finance. Per-
sonnel above the tables of organization will not be authorized.
In the event that expenditures properly chargeable to the wage fund should
be diverted to other purposes, the head or the chief accountant of the agency
is subject to imprisonment not exceeding 2 years.
The provisions of this decree are also applicable to the courts of law and
the offices of state prosecutors but do not apply to the armed forces, the po-
lice, and certain other agencies excepted by the National Economic Council.
Matters pertaining to the wage funds and tables of organization of social in-
surance agencies will be regulated by the Minister of Finance, in cooperation
with the National Council of Trade Unions.
The effective date of this decree will be announced by the Minister of
Finance.
