ing informations
In seweral cress of our republic, ?specially in Kagul'skiy Okrug the impor-
tance of shelter-belt planting for the psoteraioa of crops from dryness and the
soil frcm erosion is not sufficiently waltzed, Shelter belt; are often planted
oa poorly prepared soils, with low-qual'_ty pla3*.ing materials, csuelag heavy losses
among the newly planted trees and bushes. The proportlon of tree species fixed
by the plan is not ebaerv:?d, i. e,, few oaks, walnu+,y, and other long lived and
valuable species hsve been planted. Planting on slopes, ravines, and other irregu-
lar terrain is poorly done. The planting of nut and other useful trees is not
'organized.
The Ministry of Fcresiry (Afokritski.y, Minister) and the Ministry of Agricul-
ture (Kobel', Minister) do not coordinate their work for the realization of shel-
ter belt planting plea; in kolkhozes, .and they have not established control over
the quality of plaati~g.

Specialists of the Tambov Administration of Forestry have devised a hand
electric cutter for the care of forest plantings in raves or in nests. An experi-
mental model has been constructed from a design by Stepaaov, Chief of the Divi-
sion of Mechanization.

A single worker equipped with this portatle instrument weighing 4.5silograms
can reed the plantings and loosen the soil over as area of 9,600 square meters,
during one shift. The use of this electric cutter increases the productivity of
labor in the care of forest p]autlrgs eight times and saves r;,.,siderable expense,
The manufacture of this cut+,er is not complicated. It Se Towered by a generator
of the SOT tractor. It is necessary to Look up four or five electric cutters
tc; the power source at one time. Workers using +,hese cutters can cover as area
within a radius of one kilometer from the location of the generator,

The report on 23 September 1952 by A. N, Yegorov, Secretary, TSK KP(b) Karelo-
Fianish SSR, before the Third Congress of KP(b) Karelo-Finnish SSR contained the
following information:
Ia 1951, timber haulage as compared with 1948 increased 48 percent in enter-
prises of the Ministry of the Timbsr Industry Karelo-Finnish SSRy is comparison
with 1948 paper production increased 96 percent, cellulose 125 parr-ant, r-ardboard
287 percent.
The Timber Industry, the leading branch of the economy of the republic, is
especially backward, During the first 8 months of 1952, it fv?filied the yearly
plan by only. 55 percent.
In recent years, the production of the cellulose-paper industry of the re-
public has shown a significant increase. However, the plan for the production of
cellulose, paper, and paper bags has not been fulfilled. The work of the Segezha,
Kondopoga, and Khsrlu comb?nes has been especially unsatisfactory.
The principal cause of unsatisfactory performan^e in the paper industry is
the failure to provide foz the preve.nta+,ire maintenance of ms-binary. Equipment
is wearing out from lack of repair which lea3e to frequent, accidents and stoppages.
