In the maJority of plants the significance of the ngreemeats is understood, and the demands crntained in them are actually met. There are, however, cases vhere the factory management and the factory coun- c11 regard the factory agreement ss a necessary evil vhich does not bind them in az~y way. This ie the tees in the V, M.
