Trinec, 6 May -- The great eignificaace of factory agreements is that
they obligate the factory managements sad the factory councils to make every
effort to fulfill the planned goals, and they specify all minor and msJor im-
provements and technical and organizational measures xhich the workers need
for fulfilling the plea. In the maJority of plants the significance of the
ngreemeats is understood, and the demands crntained in them are actually met.
There are, however, cases vhere the factory management and the factory coun-
c11 regard the factory agreement ss a necessary evil vhich does not bind them
in az~y way.
This ie the tees in the V, M. Molotov Iroavorks in Trinec, Last year,
the Factory agreement lay on someone's desk for the entire year vithout anyone
noticing it. Ae no one checked on St, the majority of its points, in both the
factory and the vorkshop sections, were not fulfilled. This shoved up under-
standably is the failure to fulfill production goals last year.
This yee.c, the factory and xorkahop agreements are bein3 checked, but re-
sults so far indicate that they are not being fulfilled. The most important

concerning the blast furaaees, the most important operation of the Trinec

yet, although it is even more bad],y needed since a new blast furnace has been
instated, The same situation exists is the case of the changes to be made
in the coke grading equipment and in the.reconetructioa of the conveyer Por
bleat furnace charges, None of these r^.quiremente have bees fulfilled, al-
though they xere included in last year's agreement.

A similar situation exists elsevhcre~ In Steel Mill I the demand that a
socialist agreement be concluded with the transport section to do evay vith

fulfillment> The deadline for the concluaicn of the socialist agreement vas
20 January, but the representatives of Steel Mill I were unsble to find aqy

section.
In supervising vorkshop agreements, widespread irresponsibility is notice-
able. The vorkshop cnunril blames the operations director, he blsmes the
investment department, and it blames orders Prom above. Hovever, one look at
the factory agreement show that even those items vhich bees nothing to do
with investment ass not being fulfilled. The pltinned shockvorker courses
for blast-furnace sad rolling-mill operators have not been held, nor has th_
meeting of ahockvorkere and factory innovators st vhich they vere to lecture
on their experiences. In the first quarter 1952 there vas to bees been a
health checkup oP all employees. 'ibis has rot been carried out, Nothing but
statistical work has been done on soother demand of the factory sgreement,
the program for reducing accidents. In checking on the agreement, the fac-
tory council and the factory management con?ented themselves with merely
determining that the agreement had not bee^ fulfilled, and specifying alterna-
tive deadlines.
At Trines, another way of handlt:.g unfulfilled fledges vas diacov~r~d.
The factory management decided to cancel all pledges vhich they say are not
fulfillable. But did they not know this at the time the agreements vere being
signedY They promised a great deal and now, when the workers are asking
what has become of the promises, they choose the easy ways they announce
that approved items are not fulfillsble, and the matter is supposed to end
there. For example, the vorkshop agreement for the blast furnaces, vhich vas
"repsired" in this manner, nov contsins less, than one third of the original
pledges. Hovever, all the pledges very very important to assure +miform ful-
fillment of the plans without breakdowns, difficulties, and vaate of time.
The factory council agrees with this, Sod this Ss the basic error. The
factory agreement is to assure plea Pulfillmeat.. If the agreement is not ful-
