Review: Gives 194$ decisions of the Northeast China Bureau oY the Chinese
Communist Party and tte Northeast Railway Committee on the estab-
lishment of a traffic responsibility system. Under this system,
traffic work teams assume full responsibility for their work.
Also gives .1950 decision of the Ministry of Industries, North-
east People's Government, on the establishment and enforcement of
a system of fixed responsibility in production and the furtherance
of fixed responsibility in industrial safety, inspection, sad main-
tenance.
Eight articles describe the operation and experiences of this
system in factories located at Mu?den, An-ttmg, and Dairen.
