RUMANIAN DECREE RESTRICTING SALE PURCHASE OF AGRICULTURAL, PRODUCTS
fcomment: Decree No 502, issued on 22 December 1952 by the
Presidium of the Grand National Assembly of the Rumanian People's
Republic, forbids the transport, sale~or purchase of agricultural
products by a commune before fulfillment of its collection plan.
It may be '-oted in this connection that the Bucharest newspa
pers Scanteia, tats Sindicala, Romania Libera, and Viata Capitalei
contained numer-.ts articles during fail 1952 complaining of sabo-
tage and nonfulfillment of collection quotas for agricultural prod7
ucts to be delivered by peasants to procurement and collection ag.n-
ters.
A summary of Decree No 502 follows]
Article 1
The transport, sale, purchase, and milling of vegetable prcducts which are
covered by collection and procurement quotas is forbidden before fulfillment of
the collection plan of an individual commune.
After fulfillment of every item of the collection plan by the commune, with
the approval of the chairman of the executive committee of the reglune people's
council, and with the authorization of the regiune branch-of the State Committee
for the Collection of Agricultural Products, a commune may transport, mill, sell,
and dispose of surpluses of these products without restriction..
