J ummary: The following two decrees, issued in Bucharest on
20 January 1953 by the Presidium of the Grand National Assembly
of the Rumanian People's Republic, regulate the awarding of medals
For Valor" and For Services Rendered in Defense of Better State
Administration" to members of the armed forces and State Security
employees]
Article 1
The medal "For Valor" will be conferred cn all soldiers, sailors, ser-
geants, quartermasters, officers, generals, and admirals of the Ministry of
Armed Forces and of the Border Guards who have demonstrated great valor in the
defense of their nation's borders or in the fight against deviationists, spies,
and other enemies of the Rumanian People's Republic.
Members of the armed forces receiving the medal "For valor" must have demon-
strated personal courage in battle against enemies of the country and must have
served as an example for all other citizens of the nation as far as their duty
toward the state is concerned.
Article 3
Subsequent rulings will establish the form, color, and dimensions of the
medals and ribbons, as well as determine where they will be worn.

The medal "For Services Rendered in Defense of Better State Administration"
will be conferred on soldiers, sergeants, officers, and other employees of the
Ministry of State Security.
The medal will be awarded for the following:
a. Valor shown in the capture of thieves and robbers
b. Courageous fight against lawbreakers
c. Exceptional effort in the capture of lawbreakers
d. Organizing the People's Security and Militia in the fight for a better

When the medal is awarded posthumously to those who died in the service of
the state, the family of the person decorated will receive the pertinent medals,
ribbons, and documents.
Article 4
Subsequent rulings will establish correct form, color, and dimensions of the
medals and ribbons, as well as determine where they will be worn.
