Review: Text of an address made by Fang Fang on 11 February 1951 in which he
dearribor the preliminary steps taken in late 1950 for all-out land
reform In Kwangtung. Three hsiens were picked as pilot projects for
and reform and training of land-reform cadres. Subsequently, is
December 1950, the number of hsiens experimenting with land reform
was increased to 11. The address, which was broadcast over the radio,
discusses the experiences of tln.ll pilot projects; the problem of lead-
ership; and the mobilization of .arty, government, military, and
manses for the completion of land reform during the 1952 spring culti-
vation period.
