The "Toplivo" DTP (Durzhavno Tvrrovsko Predpriyatie, State Commercial
Enterprise) was given the responsibility of supplying the workers with coal,
wood, and other fuel.
In 1952, almost 85 percent of Sofia's households placed their orders for
fuel with the "Toplivo" DTP. The Sofia brand; of this enterprise had to supply
60 percent more coal than last year.
Through the fault of the "Vuglishta" DMO (Durzhavno Mlnno Ubedinenie,
State Mining Association) and the Centriil Administration of the "Toplivo" IlTp,
the orders for coal were signed as late as 31 ,July 1952? Tka:; hampered the
delivery of adequate cuantities of cool Suring ?he siu:mer. T'nis error would
not have had any seriour> effects if the Sofia branch of the "Toplivo" UI'P had
First made certain thet every household received a certain amount of coal.
But the management of the Sofia branch paid little attention to this prob-
lem. The result was that 25 percent of the workers ordering from the "Toplivo"
DTP had a still winter's rupply of coal by the end of September and 12 percent
had received none. The "Toplivo" DTP supplied coal to the households in the
center of town and to those located 1n the vicinity of its warehouses, but it
neglected those families living in mote, unimproved sections, where the de-
livery oi' coal in rainy weather presents serious difficulties.
A well organized accounting system, which is very necessary for the "Top-
livo" DTP, is seriously lacking. The accounting system in the warehouses is
extremely poor. The files ?re 3 years old and they have not been kept up to
date. It is not unusual to find two or three cards for the same person and of-
ten one rider is filled twice.
Some "Toplivo" DTP employees dispose highhandedly of the property which
has been entrusted to them, and grossly violate government and planned-econorrp~
regulations.

In August 1952, P. Ponev, ;narnger of the "Dobri 'ie:-peah,ty" ?a:;rehouse,
gave the 'Khlyabi Khlebni Izdeliya" Stcpnnsko Yrcapriyak?(Bre:;d and Bakery Pro-
ducts Economic Enterprise} of the SGNS (Sofiyski Grad~ki Naroden Suvet, Sofia
People's Soviet), 200 tons of firewood instead of lignite, which was in the
warehouse. Many other warehouse managers have done the some and thereby have
deprived 1,000 households of wood.
Often the customer gets one kind of coal when he has ordered another. By
the end of September 1952, the "Toplivo" ]7TP had received 2,850 written com-
plaints on this subject. But the "Toplivo" DTP is quite indi'_'ferent to com-
plai nts .
The poor service rendered by n great number of "Toplivo" DTP supply houses
is due to extremely poor control on tiro part of the managers of the Sofia
branch, For months on end the warehouses are not inspected by tiro manager,
the assistant managers, or even by the section managers. For example, the per-
son responsible for the accounts of the Sofia branch, L+zh. ~toyarov, did not
make sure, at the beginning of tl:e year, that the files were in order.
The party oreanPzation in +,he enterprise is making n~ effort to eliminate
these shortcomings. I`os,pite the many signs of irefficte:cy in the various
warehouses, the situation has never been discussed at a party meeting and none
of the Communists working there have been held responsible. The party bureau,
whose secretary is N. 7alclinov, hao done nothing to mobilize the party organi-
zation of the DIP.

ernment discipline. In many cases, r.hey smother rriiicisr? in the enterprise
and cover up r,l-., oLtragern;s nets of cer?atn individuals.

Much of the fault for the prevent state of affairs ir. !.',:?~ .Sofia branch
also lies with the Cents.; Administration. The branch was c;thout a director
for 5 months until the beginnlnl; of Sepremher.
Thus precious time, which ca,ld have been used to pre}?tre for the coming
season, has been wasted. s+rt even L:fter the arrivril of the director, B. Notev,
goad working discipline and a sense of personal responsibiliiy among the em-
ployees were not introduced? The ccnfiicts :i~.hin the nnrty and trade union
organizations before his arriv^_1~;_:r,continued to distract the attention of the
management from the real problems c: the enterprise. ;?leanwhiie, the workers
expect to be suppl'_ed with wood and coat and they expert a correct distribu-
tion of the available supplies.
The mn~ority of the officials and workers of the "Toplivo" DT'P are good
and honest Communists, ns well as non-party mrmbers, ct:o like their enterprise.
When they are placed in this atmosp:iere of interior strife and poor corking
discipline, however, they do not know what to do.

Until recently the city committee of the party had taken no measures to
eliminate the shortcomings of the "Toplivo" DTP. These shortcomings were al-
ways blame3 on the lack of coal. It ie now absolutely essential that the city
committee of the party, the oluvg committee of the Profsuyuz na rabotnitsite po
Kredita (Trade UnLon of Finance Workers)t and the Central Administration of
the "Toplivo" 17YP make a detailed investigation of the work of the Sofia branch,
so that they may find a way to eliminate the organizational weaknesses which
exist there. The recently increased supply of coal must be distributed as
equitably as possible, sufficient means of transportation must be ?ssured, and
strict control of the warehouses must be established.
