THIS IS UNEVALUATED INFORMATION Poor work methods are employed at Burgas Harbor. The Mekhanizatsiva" (Mechanization) Service headed by Kiryazov (fnu), deput; chief for techni- cal matters, and Nikolay Nikov, chief of a section, permitted a 2-ton crane to fulfill the first quarter 1953 plan only 38 percent. Because it lacked a spare part, the crane was idle for 13 months, until the end of April. One electric loader operated by Borisov (fnu) fulfilled the plan only 27 per- cent, while another was inactive during the entire quarter. In April 1953, electric belts at the harbor fulfilled the plan only 27 per, it. This is the fault of Nikola Damyanov, who is in charge of the electric and operational service in the harbor. Poor insulation has resulted in defective trolleys of 3-ton cranes, and could cause a short circuit should the trolleys become wet. Furthermore, the 15-ton cranes are not maintained properly: as a result they are inactive and fail to fulfill the plan. There are no spare parts for these cranes. The harbor must see that the cranes are quickly repaired. There is a lack of coordination between the harbor mechanization, operation, and transportation services The deputy chief of the harbor is neglecting his responsibilities. Although Popiliev (fnu) chief of the harbor, ordered the firing of some workers because they lacked discipline, Vulchanov (fnu), former deputy chief for economic matters, rehired them.
