A previous Rabotnicheako Delo article ~, severely criticized the "Cherno More Coal Mine is Rudaik, Burgas Okoliya for not fulfilling the production plan. These two ar- ticles, in addition to previous articles dealing with antimechanization tend- encies in Bulgarian mines, might indicate an indifference on the part of Bul- garian miners as regards production plan fulfillments, as well as poor leader- ship and poor organization in the mines] Since the beginning of 1953, the "Pirin" Coal Mine in Blagoevgrad Okolila has been averaging 80 percent fulfillment of its production plan. Poor manage- ment on the part of former director Stoyne Ivanov and engineer Bozsdzhiev (fnu) ie the reason why no work areas are being exploited except the ninth abaft, which is equipped with seven 400-meter chain conveyer belts. Until recently, Kosyu Koaev, the present chief engineer in charge of the mine, did not make plans for obtaining coal from new faces. No precautions xere taken to brace the coal layers because formerly it was believed that they were firm. Bowever, the management saw that the coal layers in the. ninth shaft would collapse, but it failed to do anything about it. On 12 taay 1953, tens of tons of coal collapsed. As a consequence, work was inter- rupted on the seven chain conveyer belts and production was halved for several days. The chief for technical safety, Angel Kunchev, does not take the neces- sary steps to make the work areas safe. All the faces are not exploited fully. In the nintb shaft, for example, layers of coal 30-40 centimeters thick and at Boers places even thicker are' not being mined. This means that tens of tons of coal are not being exploited. At one time the failure to control the flow of water into the mine caused a work stoppage for several hours. After one ..tcavator was damaged, it operated only 5-6 days and it vas not repaired for 20 days. Blago Antov, machine technician, frequently gives false information on the condition of machines sad fails to carry out orders given by the management. Technician Stefan Arbulev is in charge of all trans ortation, but he does not pay any at- tention to transportation in the mine ~haft~. The former management did not open new work areas. The present directors must effect the opening of aex galleries, because without them the plan fulfill- ment will be jeopardized. To date, this has not been done. Dimitur Zaykov, di- rector of the "Pirin" Mine, states that effort is being concentrated on opening a new gallery in the ninth shaft for transporting the coal from the mine, and that this ie the only pace xhere a new work area can be opened. According to Bozadzhiev (Ynu), former technical director of the mine, this gallery should have been completed is May 1952. Because the opening of the gallery has been delayed, all the coal from the ninth abaft is being transported by the seven conveyer belts mentioned above and production is delayed. The mine party organization, whose secretary is Kosta Raclin, is also re- sponsible for the poor results in the mine because it did not strengthen leader- ship and discipline. Only txo party meetings dealing xith the production plan have been held since the beginning of 1953, and the mine has not organized any party groups. Agitation and explanatory work with reference to the goals of the party has been neglected. Some Co~lunists violate labor discipline. For example, manager Stefan Arbulev refused to be duty officer in the mine. Trade union xork at the mine is completely neglected. Khristo Popov, chairman of the mine trade union comrmittee, is shirking his duty. As a result, until. l5 April 1953 ao meetings xere held to organize work competitions. The Blagoevgrad Okoliya Conmttttee of the Bulgarian Communist Party is also to blame for the state of affairs at the mine. After Khriato Yurkov xas ap- po-inted secretary of the mine party committee, the work was poorly controlled. Evan after Yurkov was replaced, there was rio improvement. The superficial character of the okoliya committee leadership is evident from the fact that inexperienced Evtim Stoyan was appointed secretary of the party committee In the mine. ~is~w~?
