DIRECTIVE ON ADOFTICN OF A NEW SYSTEM
OF RR MAINTENANCE IN CHINA
On II Novl~mber 191,9, the Ministry of Railways of the Ce^.tral People's
I;~%ernment issued n directive on the adoption cf a new system of road main-
tclulncc:. The directive follows:
To improve road maintenance and the roadbed so as to see~rre the in-
.~rcased r.ransportatinn power demanded, it has been decided, beginning with
1 January 1y50, to initiate n new road-maintenance system on all the rnil-
wa~~s c. the nation.
'i'he new rosd maintomnce sy:aem 'is s~aentific, rational, planned. and
.~r,;anized. It is a method by which technicians and laborers can associate
on e high level. It is a system cf responsibility applied to road m~ainten-
ance. This year, railways in the Northeast begar. to appropriate and to
apaly the progressive experience of the Soviets. Railway bureaus in Ilor-~h.
China and South China have now started t.~yirtt; out this Soviet method with
excellent results.
Thy new system of road maintenance 3ivides the worst into three steps:
(L) irt~-wive repairs, (2) medium repairs, and (3) ordinary maintenanc?.
It pests into operation a "three contract" system; guarantee to repair,
;aarante~ to maintain, and guarantee to inspect. After all parties con-
cerned have been stimulated to make careful. investigation of the situation
as to tlic labor and technical skill available and the conditions of the
railway line in each designated area of operations, a detailed plan must
hz drawn up. This plan must show the labor power based upon a specified
rate of work, the organization, end the materials. The repair guarantee
group ::n~i then begin to make repairs on n dcs`_;;nated len?th of track.

After these repairs have been made and carefully inspected for adherence
to standards, the repair group will turn over the section to the nsintenar.~e
group which is responsible for ordinary upkeep and for preserving a certain
standard oP quality in the roadbed and tracks, The group that guarantees to
inspect the line is responsible for patroling the line, inspecting the work,
and attending to minor defects that come within the sco

The railways in North China and South China are well situated for putting
into pracxice the new maintenance method, Although the railways in the North-
east have already had a year of practical experience in the use of .the method,
the lines south of the Great Nall have a longer period of time each year in
which to attend to the maintenance oP their roadbeds, The Northeast has only
6 months oP each year for road maintenance work, North China has 7 month~t, and
the South has more than 8 months, Therefore, both North China and South China
will secure greater results from the use of tfie new method of road maintenance
than the Northeast,
