The directive follows: To improve road maintenance and the roadbed so as to see~rre the in- .~rcased r.ransportatinn power demanded, it has been decided, beginning with 1 January 1y50, to initiate n new road-maintenance system on all the rnil- wa~~s c. the nation. 'i'he new rosd maintomnce sy:aem 'is s~aentific, rational, planned. and .~r,;anized. It is a method by which technicians and laborers can associate on e high level. It is a system cf responsibility applied to road m~ainten- ance. This year, railways in the Northeast begar. to appropriate and to apaly the progressive experience of the Soviets. Railway bureaus in Ilor-~h. China and South China have now started t.~yirtt; out this Soviet method with excellent results. Thy new system of road maintenance 3ivides the worst into three steps: (L) irt~-wive repairs, (2) medium repairs, and (3) ordinary maintenanc?. It pests into operation a "three contract" system; guarantee to repair, ;aarante~ to maintain, and guarantee to inspect. After all parties con- cerned have been stimulated to make careful. investigation of the situation as to tlic labor and technical skill available and the conditions of the railway line in each designated area of operations, a detailed plan must hz drawn up. This plan must show the labor power based upon a specified rate of work, the organization, end the materials.
