THIS IS UNEVALUATED INFORMATION RUMANIIW DECREE FIXIlQG PAYMENT FOR AGRICULTURAL WORK DONE BY MPS rDecree No 597, issued i.n Bucharest, on 2 March 1953 by the Coun- cil of Ministers of the Rumanian People's Republic, fixes payment for agricultural work done by i~C_7 1. Agricultural field work done by MPS for collectives and TOZ will be paid for in kind from the production obtained from the fields. 2. The amount of agricultural products due MPS as payment in kind will be calculated on the basis of rates established by the present decree. The rates of payment in kind for small and medium independent farms growing one type oP indus- trial pJ.ant, according to contracts, will be increased by 10 percent over rates for TOZ. The Rumanian People's Republic will be divided into tcro payment zones. The division into zones in 1953 will be carried out by order of the Ministry of Agriculture, with the consent of the State Planning Committee. The Ministry of Agriculture will submit the final map of zones to the Council of Ministers for approval by 1 Janusry 1954, 3. The following products will be used to pay for work done by MPS for which ,~ rates are stipulated in this decree: wheat, barley, oats, rye, corn, sunflower seed, and potatoes, at the choice of the farm. The amount of payment in kind will be established on the basis of the ,product chosen as payment. 4. Agricultural work done by MPS for collectives and TOZ raising vegetables, tobacco, or medicinal plants, for those with orchards or vineyards, and for those planting shelter belts, wort. done by MPS for clearing of land, and work done by MPS on farms of the various institutes, state agencies, and people's`councils will be paid for in cash according to the rates set in this decree ~ot included in original docuaxnt7. For work not covered in this decree, the Ministry of Agriculture may subsequently establish rates of payment in kind, in line wi'.h the principles of this decree. 6. Work executed by MPS will be examined and cer;.lfied immediately upon its completion; in cases where work is not finished in the course of one week, the amount of work done moat be signed for at the end of the week. The work is checked and signed for by the head of +:he farm, in the pi~sence of the director of the I+II'S, by means of a proces-verbal signed by both parties. i Collectives and TUZ must sign daily for the wort. done. The work done by tractoz operators will be signed for on the MPS slip. The leader of the trac- tor brigade on behalf of the MPS, and the collective chairman and the field bri- gade leader on behalf of the collective, will sign weekly for the work done Por collectives. In the case of TOZ, the c`~airman and one of the members of the TOZ committee will sign. 7. The MPS director, together with the chairman of the collective or TOZ, will check and sign for the quantity of work done for each planting, 15 days from the date of completion oP the spring and fall agricultural campaigns. 8. MPS rates for payment in kind will be based on +he production category in which the respective collective or TOZ is classified. The classification of a collective or TOZ by type of production is done by the raion agent of the CSCPA (Comltetul de Stat pentru Calectarea Produselor Agricole, Styte Committee for the Collection of Agricultural Products). The CSCPA raion agent must communicate in writing to the M1'S the names of the respective collectives and TOZ and the production categories to which they belong for payment in kind for the work done by MPS within 5 ~Ys of the date set for the beginning of the harvest. 9. MPS must set up separate work accounts for each collective and TOZ within 5 days of receipt of the written communication from the CSCPA raion agent regard- ing the classification of the collectives and TOZ, and must file copies with the CSCPA raion agent and all other r^_onomic enterprises and agencies responsible Yor collections, and with the financial section of the council of the raion in which the t~Q'S is located. NII'S must at the same time send a copy of the account to the collectives and TOZ which they service. MPS will draw up and forward xork nccounts within 10 days of date of completion of reaping. The payment in kind will be taken on the spot at the thresher by the CSCPA delegate nt the time the threshing is done by the MPS. 10. For agricultural products ecllected through the CSCPA collection centers, the collection of payment in kind due 6fPS swill be mlcle through CSCPA agencies, which must collect this payment together with the compulsory quotas. CSCPA agen- cies are responsible for the collection of all quantities of products due MPS, for which MPS filed work accounts. The quality of products due 6TP5 and the time limit fur delivery must be the same as for compulsory quotas. The payment in kind due MTS for cultivation of industrial plants w!.11 be collected and"signed for by the contracting parties, on the basis of work ac- coun~s filed by MTS. The delivery term and the quality of the products are the same as .those provided under the standard contract issued by the respective min- istries. 12. The CSCPA raion agents and all other economic enterprises and agencies in charge of collections must notify th MPS by means of a atstement, every 5 days, of the amounts of products collected as payment in kind, stating the type of product delivered by each debtor of the MPS, as well as the value of the pro- ducts delivered. The statement will be accompanied by the receipt slip. 13? Economic collection enterprises and agencies must transfer to the state budget the financial equivalent of the collected products paid in kind to the MPS, 48 hours after receipt. This applies in ceses where collection agencies are near a branch of the Rumanian State Bank. Others+ise, transfer will be made at the latest within 4 days after receipt of the products. Amounts will be transferred separately for each MTS unit from the ac- count of the collection enterprise or agency, and credited to the account of the financial section of the raion where ,;he MPS is located. 14. MPS must draw up work accounts in three copies, within 3 days of the date of certification of work, for work done for cash. At the same time, one copy of the wcrk account will be turned over to the producer serviced, and one ? copy to the raion treasury agent. Work done for cash at collectives and TOZ must be paid for within 90 days of the date of certification of work, and not later than the end of the harvest. All other producers mist pay within 30 days of the date of certifica- tion of work. Cash payment for work done by MPS will be transferred by the debtor to the state budget in the name of the respective MPS, through the financial section of the raion where the MPS is located. When transP~r is completed, the StatA Bank must send a copy of the fer effected to the raion financial section and to the MPS. 15. Producers who do not deliver the quantities of products due MPS to 'the collection centers on time will be fined by an increase of one percent of th~ quantities to be paid in kind for every 10 days of delay. If amounts due MPS in cash are not paid on time, the amount to Se paid will be increased by one percent for every 10 days of delay. The failure of economic collection enterprises end agencies to transfer to the state tudge'.: the financial eq>iivalent of payments :r..tide in kind or 9.n cash to MPS, within the prescribed time limits, will result in an increase of 0.05 percent for every day of delay. The agents of the Ministry of Finance are authcrized to make these find- ings and to force economic collection enterprises and agencies to pay the finis 1'ur delays. 16. The Ministry of Agriculture will organize separate units to handle rec- ords and collection of payments due MPS, according to labor force allotments ap- proved for MPS for 1953, xithia the General Directorate of MPS and regions agri- cultural directorates, by 31 1+Iarch 1953? 19? The Ministry of Finance, the Ministry of Agriculture, the CSCPA, the Ministry oP Light Industry, and the Ministry of Food Industry will xork out ,point instructLons, by 1 April 1.953, for application f o the present decree. 21.
