REPORT SOVIET PLAAS FOR SATELLITE CONTROL ADDIIItISTRATION
Berlin, 22 September (Nafen) -- According to reports reaching here, the
Soviets are preparing plena to place ell the Satellite countries under a single
adm-nistration. The Soviets are being led to take this step by the deteriorat-
ing internal situations, financial crises, and increasing unrest in the Satel-
11tes. According to the reports, the Soviets will administer directly tLe for-
eign.affaira, defense matters, and foreign trade of the countries included in
this planned "Union of Communist States," but will leave local authorities
relative freedom in internal matters.
The reports further state that the Soviets will exert every effort to
conceal the existence of this centralized administration eo that the satellitea
will-appear completely free ae far as the rest of the xorld goes. Preparations
have reportedly already been made in all the Satellite capitals to which Moscox
has sent experts. In anticipation of the new system and to strengthen the
desired impression that the Satellites control their own foreign trade, efforts
are already under way to increase trade between the satellitea and the Western
countries.
The reports add that it is considered certain that the preparatory period
will continue for some time.
