ORGANIZATION OF OKRUG, OKOLIYA, URBAN, AND RURAL PEOPLE'S SOVIETS -- Sofia,

She following general outline of the sections constituting the various
people's soviets was taken from Decree No 446 of the Council of Ministers, pub-
lished in the 31 July and 14 August issues of Izvestiya. The decree sets forth
the new organization of okrug, okoliya, urban, and rural people's soviets. The
decree is of special interest because it is the first detailed report on the
structure of Bulgarian local governments which has been seen in FDD_]
Okrug People's Soviets
Okrug people's soviets consist of the following sections:

These people's soviets also include commissions, headed by commissioners
(pulnomoshtnik)
PEOPLE'S SOVIETS IN BULGARIA -- Sofia, Novo Vreme, May 53
The people's soviets fe-lected on 14 December 19527 include 5,905 blue-
collar workers, 29,348 farmers, 19,496 white-collar workers, and 4,887 scien-
tists, artists, householders, artisans, etc. Of the 279 deputies of the Sofia
Urban People's Soviet, 59 are blue-collar workers, 89 are white-collar workers,
37 are social and political figures, 16 are scientists and artists, 5 are
farmers, 6 are householders, and 37 are of various professions.
Thus far, over 65,000 persons have been incorporated in the work of per-
manent commissions (postoyanna komisiya) attached to people's soviets. The
success in the work of people's soviets depends greatly on the effort of these
commissions.
The Law on People's Soviets went into effect in February 1948; the new
Law on People's Soviets became effective in 1951.
