On 3 July 1953, Bakinskiy Rabochiy reported that the Azneft' Associa-
tion had fulfilled the half-year plan for production of petroleum. The same
newspaper reported on 4 August 1953 that the Azneft' Association had ful-
filled the gross-production plan for the first half of 1953 by 100.3 percent.
According to Bakinskiy Rabochi of 22 July 1953, the directors of the
Azneft' Association were content in the knowledge that the petroleum indus-
try of the Azerbaydzhan SSR, as a whole, xas fulfilling the state plan, and,
as a consequence, had failed to take note oP the lagging sectors of the as-
sociation. The newspaper further reported that little was being done to
create the necessary conditions for overf ulfillment .,f the plan by each en-
terprise, and that it xas not accidental thst xithin the Azneft' Association
3 trusts, 30 oil fields, and 110 brigades had failed to cope xith the half-
year assignment.
~he following table gives information from June-August issues of Bakin-
skiy Rabochiy and other newspapers on the fulfillment or nonfulfillment of
the petroleum production plan for the first 6 months of 1y53 by trusts and
oil fields of the Azneft' Association. While no information on some of the
apProximat lv 15 trusts, of the association was found in Soviet newspapers
fill the plan, and contradictory information is given for one trust. -The~j
