This failure is partly the fault of plants that supply parts and materials to the Miass plant, and partly the fault of the Miass plant itself. It must be pointed out, however, that some plants, such as the Shadrinsk Motor Vehicle Aggregate Plant, are fulfilling their obligations for supplying parts and units to the Miass plant. On the other hand, the Chelyabinsk Pressing and Forging Plant has not been meeting its plan for supplying forgings to the Miass plant for the past 2 years, and fulfilled its second quarter 1953 plan for delivering parts by only 88.6 per- cent. The Chelyabinsk plant chronically fails to deliver tube stock, brackets, disks, and other products. The plant has been preparing to produce streamlined truck fender stampings for the past 3 years. Kirsanov, director of the Chelya- binsk Pressing and Forging Plant, and Mitichkin, chief engineer, have not taken decisive measures to improve the work of the enterprise. Rukhadze, director of the Miass Ural Motor Vehicle Plant, while making justi- fied complaints about the failures of cooperating plants, is inclined to be silent about the shortcomings of his o'm plant. The woodworking and press shops are do- ing very poor work. The plant's Division of Interplant Cooperation has become a mere transport office entirely occupied with bringing parts from Chelyabinsk to Miass. The Miass plant spends 25,000 rubles monthly on the brigade which conveys parts between the two cities, and spends too much money on transport in general. Glavavtoprom (Main Administration of the Motor Vehicle Industry), Ministry of Machine Building, should see to it that the Miass Ural Motor Vehicle Plant imeni Stalin and the Chelyabinsk Pressing and Forging Plant improve their operations. A month ago, Babayev, chairman of the Leninabad City Executive Committee, re- ported that the first section of the Leninabad Motor Vehicle Repair Plant had been put into operation. The plant recei"ed machine tools from Moscow, Kiev, and Vitebsk IT' years ago. However, the plant has yet to begin operation. Workers re- port to the plant daily and are paid for doing nothing. The plant does not. yet have a director or chief engineer. The Kutaisi Motor Vehicle Plant has completed tests of the improved KAZ-585 dump truck. Plant designers, aided by the Mytishchi Machine Building Plant, have improved the performance of the truck. The power take-off and the oil pump have been combined into one unit, thus eliminating a propeller shaft. The plant's experimental shop is working on a dump truck that can dump loads to either side, as well as to the rear. Plant designers are also working on an improved 4-ton truck to be called the KAZ-150. The Novosibirsk Plant of the Ministry of Agriculture ^.nd Procurement is pro- ducing a 4-ton tank truck for transporting fuel. The plant has already built one fuel truck above its August plan and will turn out six more above-plan trucks by the end of the month. GOR'KIY PLANT CUPS PRODUCTION COSTS, MAKES BICYCLES -- Leningradskaya Pravda, 11 Sep 53 In the first 4 months of 1953, the production cost of a Pobeda passenger car was 50.7 percent of the 1949 cost; and the production cost of a CAZ-51 truck was 58.3 percent of the 1949 cost. In 2 years and 4 months of the Fifth Five-Year Plan, the Gor'kiy Motor Vehicle Plant has saved 37 million rubles above the plan. The plant recently shipped a consignment of children's velocipedes to Sakhalin Island ia,response to a letter from a group of parents. The plant also plans to increase the output of bicycles for older children. PRODUCE BICYCLES, REFRIGERATORS -- Moscow, Moskovskaya Pravda, 12 Sep 53 The Moscow Motor Vehicle Plant imeni Stalin is increasing its output of bi- cycles and refrigerators. The plant recently completed its 500,000th bicycle. Moscow, Vechernyaya Moskva, 22 Sep 53 Assembly shop No 6 of the Moscow Motor Vehicle Plant imeni Stalin produces the ZIS-Progress bicycle.
