OF PAGES 3 SUPPLEMENT TO REPORT NO. 50X1-HUM 1 WATER CONSERVATION DATA APRIL-NOVEMBER 1953, EXTRACTED FROM CHINESE COMhAINIST PRESS WORK BEGUN ON TA-HUO-FANG RESERVOIR -- Tientsin, Ta Kung Pao, 17 Nov 53 On 11 November 1953, work was begun on the second-largest water conserva- tion reservoir at Ts-huo-fang Ts'un on the Hun Ho near Fu-shun in the Northeast. Technicians and machinery have been transferred here from the Yung-tong Reser- voir in Hopeh. The work will be done in two stages. The first stage involves the construc- tion of an earth dam 41 meters high and 1,367 meters long, construction of a di- version tunnel 556 meters long, and an overflow spillway 850 meters long and 100 meters wide. This phase of the work is scheduled for completion before the flood season 1956. At that time, the water retention capacity of the Ta-huo-fang Res- ervoir will be 1,859,000,000 cubic meters. The second phase will involve installation of hydroelectric and irrigation facilities. During the first year the work will be on the diversion tunnel fol- lowed by the construction of the dam. Over 1,000 personnel, including all types of technicians, engineers, and researchers, have been gathered from as far away as Szechwan. Since 1952, over 440 carloads of materials, totaling 13,500 tons, have been brought to the site. Already, 11,400 meters of light rail lines have been laid. Included with equipment from various Chinese industrial centers are Soviet earth- moving machinery and Czech dump trucks. Six flood preven- tion stations were established along the shores of the Ta-tu Ho and the Ya-lung Chiang. The Szechwan government plans to build greater flood prevention con- structions at Chien Chiang and Wan-yuan. HUAI HO CONTROL WORK -- Shanghai; Wen-hui Pao, 6 Apr 53 Huai Ho control work during the first half year of 1953 included the fol- lowing: Ronan Constructing Nan-wan reservoir, Po-shan reservoir; repairing Hung no, Ying ho, Pao Ho, and Hei Ho; installing locks at Pai-sha reservoir, Pan-ch'iao res- ervoir, and Shih-man-t'an reservoir. Anhwei Continuing the construction of Fou-tzu-ling Reservoir; repair work on tri- butaries; construction of Chleng-tung-mu lock, Wang-chia-pa lock, and Yun Ho lock; repair of Sui Ho, Ch'uan Ho, Pei-fel Ho irrigation systems. About 18 mil- lion cubic meters of the Hung Ho in Ronan, were repaired by 300,000 workers. About 15 million cubic meters at Ch'uan Ho, Anhwei, were repaired by 150,000 workers. The Fou-tzu-ling reservoir will be completed by 1954. K'un-ming, Yunnan Jih-pao, 4 Jul 53 Some 14 culverts and five locks of the Huai Ho water conservation work will be completed by the end of 1953. The Huai-an, Ch'iu-po, and Liu-to locks in North Kiangsu, and the Meng-ho-po lock in Ronan were completed by the end of May. The San-ho lock was opened early in July. The Kao-Jiang-cbien, Hsien-nu-miao, T'ai-tu locks were completed by the end of June. Cement work on the Wang-chia- pa lock, Tung-hu lock, Mo-ho-k'ou lock Wei-kou lock, and Lu-ch'iao-kou culvert was completed. The Lao-Wang-po lock and the Chen-tsu-wan culverts in Ronan are under construction. Shanghai, Wen-hui Pao, 6 Apr 53 Construction of the Hsin-ch'uan-ssu lock 'of Hunan was begun on 30 March 1953. Eight cewent mixers and 60 handcarts are being used during the construc- tion. Two medium-scale locks at Nan-hu-thou and Sai-tzu-miao are under construc- tion. WATER CONSERVATION WORK IN SOUTH CHINA -- Peiping, Jen-min Jih-pao, 5 Jul 53 The dike being constructed in the Chin-thou Special District, Kwangsi, will protect 66,000 mou of rice fields. In 1953, the Kwangsi government invested 35 trillion yuan for dike repair,.dike construction, and lock repairing. K'un-ming, Yunnan Jih-pao, 29 Aug 53 In I-Jiang Special District of YunnaA, the flood prevention work included the following: The canal at Ma-t'iwan, Nan-pan Chiang, was constructed. K'un-ming, Yunnan Jih-pao, 3 Jul 53 In T ung-hai, Ho-nsi, I-Jiang, Fu-min, Chin-ring, and Chu-ching of Yunnan, the farmers conserved the use of water, irrigated fields, and dug wells. According to incomplete statistics of Chao-t'ung Special District in Yunnan, 11,213 irrigation canals were dug. Some 65,536 workers were engaged in spring river repair work in Yu-chi Hsien, Yunnan, and 18,906 piles were driven. Three dikes were constructed at Fu-nan Hsiang of Tung-hai, Yunnan.
