During the production of 1,780,000 tons of coal in the past year no workers were killed. There was only one ma- jor accident. Minor injuries were 50 percent lower in the second half of the year than in the first half, and accidents occurring outside the mine were re- duced 66.66 percent for the same period. Prior to liberation the death rate of wc.kers averaged one death per 65,000 tons of coal mined; in 50 years operation more than 2,000 persons were killed working in the Ch'ao-ko-chuang mine. Last year, the "500,000-ton safe production" drive was launched; during the year three such drives have been held and the fourth is now in progress. Production quotas were completed 16 days ahead of schedule. The volume of production exceeded the quota by 5.45 percent; coal dust was lowered 0.1 percent, production costs were lowered 9.85 percent, and the miners' average rate of production was raised 2.98 percent. Thirty percent of estimated deposits have already been mined, and extraction is gradually approaching 78 percent of the deposit. Safety production results for 1953 of the state-operated Hsi-t'ien coal mine in Honan are as follows: For 330 days, from February to December 1953, there were no deaths or major accidents; for 120 drys from September to Decem- ber there were no minor accidents. Ninety percent of all production teams have a safety record of no accidents for over 300 days; 23 percent have a safety record of no accidents from 600 to 1,.O0 days. Safety groups were organized on all levels, and a large group of hard-core safety cadre was trained. During September and October, 150 potential causes of accidents were investigated and controlled. Hsi-t'ien produced the largest volume of all state-operated mines in Ronan; and was given a flag for safety production. TRAINING OF TECHNICAL WORKERS EXCEEDS QUOTAS -- Peiping, Kung-jen Jih-pao, 20 Jan 54 Plans for the training of technical workers in 1953 exceeded quotas in the basic construction sections of the An-shan Iron and Steel Company. Plans called for the training of 6,081 new workers, but the actual number trained was 8,016. Moreover, 692 technicians were trained instead of 591 as originally planned. Plans called for training an additional 224 technical cadres, but actually 2,27 were trained. Plans for training 2,973 special cadre* resulted in the actual training of 3,566 persons. The goal of training 459 new special cadres was ac- complished. Some 1,010 persons were expected to study Russian, but actually 2,114 persons participated in the Russian-language program. SOVIET ECONOMIC AID PROJECTS SHORT OF CADRES -- Tientsin, To Kung Pao, 23 Nov 53 An editorial reprinted from the Jen-min Jih-pao of 22 November, revealed that no arrangements have been made to furnish cadres to some of the 141 repair and construction projects to be financed by Soviet assistance. The editorial, called for a reallocation of cadres and pointed out that both construction proj- ects now under way and new projects are in urgent need of cadres. It also em- phasized that Soviet aid projects require that cadres as well as raw materials be furnished on schedule. Peiping, Kiang-ming Jih pao, 24 Jun 53 A new people's public health publishing house, the Jen-min Wei-sheng?Ch''u- pan She,;has been-organized by the Northeast I-hsueh Ch'u-pan She (Medical Pub- lishing House) and the East China I-wu Sheng-huo She (Medical Publishing House) and' established in Peiping as of June 53. It will be a national medical pub- lishing house,?directed by the Ministry of Public Health and Publications Ad- ministration,of the Central People's Government. There will be branches in Ch'ang-ch'un, Tsinan) and Shanghai. One important task of the new publishing house,viill be the translation of Soviet medical materials. ' WORKER PEASANT RELATIONS -- Peiping, Kung-jen Jih-pao, 31 Jan 54. Big preparations are now being made for the joint social gathering of workers and peasants at Spring Festival time, in Peiping, Shanghai, Tientsin, Mukden,,Wuhan, Chungking, An-shan, and in many other cities and provinces. Party committees are directing the event. Peasant delegates are to visit factories, and industrial workers will visit rural areas around their respective cities.
