To provire living quarters for the approximately 1,000 women and children arriving daily, the Soviets are requisitioning houses and apartments in all the cities and comm?,mities at which Soviet troops are garrisoned. Everyday, East Germans arriving in West Berlin give as the reason for their flight the fact that their homes have been taken over by the Soviets. The arrival of the de- pendents indicates that the Soviets do not think the Berlin Conferedce will bring about the withdrawal of the occupation troops.
