THIS IS UNEVALUATED INFORMATION okch'1 ukn on ui khan Mundan (North Korean Literary World in Six Years of Red Rule ORGANIZATION AND FUNCTIONS OF NORT$ KOREAN FEDERATION 1- LITERATURE J ,,M (Comment: The following information was taken frcu. a booklet by Ryon Su, a former member of the North Korean Federation of Literature and Art) who lived under the Communist regime in North Korea for 6 years.] The North Korean Federation of Literature and Art (Puk Chosen Muahak Yesul Chong Tongmaeng) was formed on 25 March 1946. The only federation of its kind in North Korea, it once claimed a total membership of over 10,000. The federation is supported and controlled by two authorities: the Prop- aganda and Agitation Department of the Korean Labor Party and the Ministry of Culture and Propaganda of the People's Republic. The Propaganda and Agitation Department gives behind-the-scenes guidance on all literary and art activities of the federation, decides on the type of material to be produced, and selects the officers of the federation. The Ministry of Culture and Propaganda merely transmits the directives of the Propaganda and Agitation Department to the federation. Soviet-Koreans (Soviet citizens of Korean extraction] are in charge of these two bodies of authority, and through them the federation main- tains contact with the Kremlin. The federation has a central co'.1mittee and, under this, there in a central standing committee and a central inspection committee. The standing committee conducts liaison with the Korean Labor Party. The federation works with the Cultural Department of the North Korean Federation of Trade Unions to organize workshop art groups. It also helps organize similar art groups in schools, and in the Democratic Youth League and the Democratic Women's League. Leagues The federation controls the North Korean Literary League, the North Korean Music League, the North Korean Fine Arts League, the North Korean Drama League, the North Korean Motiou Picture League, the North Korean Choreography League, and the North Korean Photography -,vague, Each of these leagues has a standing committee and an inspection com- mittee. The standing committee is an executive organ, while the inspection committee oversees the operation of the standing committee. Each league also has a secretariat which plans, executes, and inspects all operations of the leagues, and directs, mobilizes, and controls the thought of its members. Each league has subcommittees in various fields of specialization, with a chairman, vice-chairman and several committeemen for each subcommittee. The North Korean Literary League, for example, has subcommittees for poetry, fiction, script-irriting, criticism,., eaildren's literature, and foreign lit- erature. Organization of State, Provincial, and City Governments The following organizations established and managed by the state, provincial, or city governments also belong to the federation: The state, provincial, and city theaters b. The State Art Theater (under which are the State Choir, the State (pera, the State Orchestra, the state "Classical Music" Orchestra, and the State Ballet) c. The State Motion Picture Studio (for production) and the State Motion Picture Control Committee (for distribution of motion pictures).
