Vuzilov's shop, one of the basic shops at the Baku Petroleum Refinery imeni Stalin, has been converted to a full cost accounting basis. During the first 9 months of 1953, the shop substantially exceeded its pledge of 0.2 percent for lowering the cost of production. Expenditures per ton of crude stock were lowered by 0.7 percent more than the norm set up in the state plan. These savings were achieved in a number of ways. First, a number of recon- struction operations were carried out in the shop. The steam superheater was transferred from the convection shafts of the furnace to the flue (borov) to make better use of the heat of flue gases. This operation reduced the expenditure of fuel from 3 to 6 percent and resulted in an increase in the effective heating of crude petroleum. In 1953, three petroleum refining units at Vuzilov's shop were converted to make better use of flue gases. Six additional heat exchangers were installed at one of the units to increase the prcliminary heating of crude oil and the utili- zation of heat. Vuzilov's shop is taking advantage of every opportunity for saving money and materials and for increasing production. One unit was shut down for capital re- pairs and reconstruction, but its furnace remained intact and was used to increase the capacity of another unit. The perfecting of a technical base has resulted in a svbstantial overfulfill- ment of the plan by the shop. During the first 9 months of 1953, the shop exceeded the plan for production of light end petroleum products by 20,000 tons. During this period, the shop increased labor productivity by 2.5 percent more than had been pledged by mechanizing one of the most labor-consuming processes -- the un- loading of calcined soda and slaked lime. This work was converted from a manual basis to a belt conveyer operation. Systematic mobilization of internal reserves is being carried out in the shop. All old equipment which can be used is repaired and put back into operation. However, Vuzilov's shop is not taking advantage of all opportunities for con- version to a cost accounting basis and for the introduction of strict financial discipline. For example, difficulties have been encountered at the refining units in accounting for crude stock at each location. Actual losses cannot be computed since the old trap (lovushka) does not meet the requirements of the shop. The construction of a new trap is being delayed. Important tasks have been placed before petroleum refinery workers of the USSR. The decision of the September Plenum of the Central Committee of the CPSU concerning the further expansion of agriculture obligates refinery workers to increase sharply the production of fuel and lubricating oils. As a result, the collective of Vuzilov's shop has taken new socialist pledges to increase the rates of petroleum refining and the quality of products and to lower the cost of production.
