Establishment of Branches 1. The railway branches of the Youth Corps will be established in the railway stations, railway engineering sections, railway i'actories, and in or- genizations and schools which are connected with railways. -A breach will be divided into groups according to the working time and type of work of the mem- bers. 2. Members of the Youth Corps in a small railway station who cannot form a branch by themselves, may loin another branch of a different field, or form a group and receive instructions directly from the headquarters ~f the railway branches, 3? Members of train crew groups will carry out their organizational ac- tivities while the train is being serviced or during rest periods. Committees Within a Branch and Their Responsibilities 1. The number of committees to be set up within a branch will be deter- mined by the number of members in the branch. When *,here are more than ten members in a breach, the branch will have three to five committees; when there are less than ten members in a branch, the branch will have only a secretary, and, if needed, an assistant. 2. The committee members ?~hall consist of a secretary, an organizational committee member, and a propaganda committee member. In a large branch, a physical education committee member and, if needed, assistants co all committee members may be appointed. 3? The responsibilities of the secretary and the committee members are as folloxs: The secretary shall: (1) control branch activities in general, (2) co- ordinate the activities of his branch with those of the other branches, (3) dis- seminate orders and instructions from the higher authorities, (4) supervise and inspect the progress of special branch activities, (5) call a monthly breach meeting eaid/or branch committee member meetings, and (6) prepare a report on branch activities to be submitted to the higher authorities. Organizational committee members shell: (1) organize groups, (2) con- duct membership drives and collect membership dues, (3) maintain records oP? members, (4) control the thought of members, (5) criticize and/or re-edueabe,ethe... violators oP rules and regulations, and take disciplinary action if necessary, (6) request the higher authorities for disposition of serious cases of viola- tions, (7) set up production plans for groups and individuals, (8) inspect prog- ress ^f production plans, and keen records of production figures and outstanding achievements, and (9) give awards for meritorious achievements. Propaganda committee members shall: (1) conduct political education of meabers, (2) organize and promote politi?al, cultural, and technical e~gca- tion'of young xorkmen in and out of the branch, (3) give examinations and keep records of academic grades of the members, (4) promote closer relationship be- tween the members of the branch by.introducing the activities of the branch, new or advanced production methods, achievements made in production, etc., (5) revise unfavorable and harmful propaganda and education, and (6) establish branch news service, maintai'd'educational snd cultural materials for the members. and organize reading groups. Physical education committee members shall: ~') organi.ze and promote participation and attendance by all young ?+orkmen in various club activ- ities, theatrical performances, sports events, community singing, social gath- erings, tours, motion picture shows, etc., and (2) provide medical care to all Young workmen in and out of the branch. Branc_ h Msetin~s Each branch shall hold four types of meetings, a branchwise meeting, a branch committee members meeting, a meeting of individual groups, and, if needed, a meeting of the chiefs of the groups. The branch meeting will be held once a month, while the branch committee members meeting snd the meeting of individual groups will be held rlher.?ever the need arises.
