[Comment: The following territorial-administrative changes
were reported in the May and June 1954 Soviet press and in SSSR,
Administrativno-territorial'no a Deleni a So zn kh Res ublik
USSR Territorial-Administrative Division of the Union Republics),
published in 1954.
The dates of the ukases establishing the changes are given when
available. Ukases are arranged alphabetically by republic and are
listed chronologically thereunder. Of particular interest is the
consolidation of village soviets in the Estonian and Latvian SSRs.
Numbers in parentheses refer to appended sources.]
By an 18 May 1954 ukase of the Presidium, Supreme Soviet Armenian SSR,
the populated point of Agarak, Megrinskiy Rayon, is designated a city-type
settlement.(1)
By a 20 May 1954 ukase of the Presidium, Supreme Soviet Belorussian SSR,
the center of Novomyshskiy Rayon, Brestskaya Oblast, is transferred from
Novaya Mysh' Village (derevnya) to the city of Baranovichi.(2) [In SSSR,
Administrativno-territorial'no a Deleni a So uzn kh Res ublik p 486, Novaya
Mysh' is called a populated point.

By a 27 May 1954 ukase of the Presidium, Supreme Soviet Estonian SSR,
Pyussi Village (seleniye), Kiviylishiy Rayon, is designated a workers' settle-
ment, retaining its former name. By the same ukase the administrative bounda-
ries of Pyussi Workers' Settlement are approved.(3)
Ukase on Consolidatin Villa a Soviets

Presidium, Supreme Soviet Estonian SSR "On Consolida

Because of the consolidation of kolkhozes and the interkolkhoz organiza-
tion of land exploitation, the boundaries of kolkhozes, in a number of cases,
do not correspond to the boundaries of village soviets. Many kolkhozes are
included within the boundaries of more than one village soviet, creating
serious difficulties in fulfilling tasks of village soviets in the field of
state administration and economic and cultural construction.
Because of this and in order to improve the work of village soviets the
Presidium, Supreme Soviet Estonian SSR, has issued a decree --
1. Approving the proposal of the Council of Ministers Estonian SSR and
consolidating the 641 existing village soviets of the Estonian SSR into 320
village soviets as follows:
Ab' yaski a nn
Ab'yaskiy Village Soviet, with its center in Ab'ya-Paluoya Settlement,
and consisting of the land of Kolkhoz imeni A. A. Zhdanov, "Vyyt," "Kalev,"
"Koyt," and "Tasuya" kolkhozes, "Penuya" Sovkhoz, Ab'yaskaya Agricultural
School, Ab'yaskiy Home for the Disabled, and the fodder base of Vil'yandiskaya
Interrayon Office of "Zagotskot" [All-Union Office for Cattle Procurement],
and also state forest land.
Khallisteskiy Village Soviet, with its center in Risti Village (seleniye),
and consisting of the land of "Tyakht" and "Syade" kolkhozes, training farm
of Yysuskiy Technological Tekhnikum of Dairying, Yysuskiy Butter Plant, and
Kalvresk'.y Brick Plant, and also state forest land and land of the state re-
serve.
Karisteskiy Village Soviet, with its center in Uue-Kariste Village, and
consisting of the land of Kolkhoz imeni Michurin and "Tee Kommunizmile" Kolkhoz,
and state forest land and land of the state reserve.
Karksiskiy Village Soviet, with its center in Kaali Village, and Consisting
of the land of "Karksi," "Syprus," and "Sangar" kolkhozes, Muriskiy Fruit Tree
Nursery, "Suuga" Auxiliary Enterprise of Vil'yandi Medical Secondary School, and
"Morn" Division of "Polli" Affiliate of the Institute of Plant Cultivation of
the Academy of Sciences Estonian SSR, and also state forest land and land of the
state reserve.
Lilliskiy Village Soviet, with its center in Yari Village, and consisting
of the land of "Edasi" and "Uus Vyyt" kolkhozes, and "Karksi" Division of
Kyrgemyae" Sovkhoz, and also state forest land and land of the state reserve.

Antslaskiy Rayon
Antslaskiy Village Soviet, with its center in the city of Antsla, and con-
sisting of the land of "Vabadus," "Linda," "Yuriee," and "Rakhu" kolkhozes;
Kolkhoz imeni Lenin; "Kollino" Division of "Symerpalu" Sovkhoz; and Antsla
Agricultural Tekhnikum; and also state forest land.
