At the bidding of the USSR and under instructions of the NKVD, Satellite
countries bordering on Yugoslavia are systematically and almost daily carrying
out provocative incidents on the border.
These incidents consist of sending spies and terrorists into YLdoalavia,
wounding and killing border guards, UDB (State Security Administra*.on) officers,
militiamen, and civilians, and sending tons of propaganda material into Yugoslavia.
Of the total number of incidents, 356 were violations of Yugoslav territory
and 252 violations of Yugoslav air -space. These are incidents of such a nature
that they can only he classified as deliberate aggressive acts, inspired by a war-
provoking and nonpeaceful policy,
From mid-1948 until mid-Ncvember 1952, the Hungarian, Rumanian, Bulgarian,
and Albanian governments provoked the following numbers of incidents classified
as aggressive under international law:
